I think it failed because it was only 1/4" thick, and they put it back the same way. If you keep doing what you're doing, you'll keep getting what you're getting

Does it not matter that the hole was wet when applying the bitumen / tack?

A better result in dry conditions but sometimes there is no option with UK weather. I repair a private road and that is my experience.

For a start the patch hasn't been dug out deep enough, and we're did they get the barrow from, a garden centre, 😂😂😂😂

it is no wonder these repairs only last a couple of weeks, shocking
