I commented on this earlier but this is actually the way to do it. Helps the person process the news. The how, why, etcetera comes afterwards. My daughter was killed in tractor trailer accident and a pastor counseled me on how to tell my son.

Does anyone really know how they will react if they find themselves in a car park at night with a gun pointed at them? Fear can make anyone behave irrationally.
Either it was because he had other charges we did not hear of OR perhaps it was because he was 1) an accessory to the shooting and 2) the driver who chose to drive over the victim. However the shooter would not be an accessory to driving over the victim since there is only one driver. hence the shooter did not "participate" in driving over the victim? That's my best bet but I don't know US law that close.
Had to tell son his sister died. I was counseled by a pastor on how. You just say “I have bad news (insert name) is dead. If you say “passed away” or “didn’t make it” the brain doesn’t process the information. Sounds so cruel but the person just goes through the immediate pain. The how, why and comfort needed then comes. Yes, this is the most painful thing a parent will ever experience and the hardest thing I’ve ever had to do.
