One thing that you didn't touch on is that in the new CBA teams can use their mid level exceptions as a trade exception. Thybulle and Williams both fit in a mid level slot so that opens a lot of teams that can take one of them without taking money back.
A post-draft point here and, to your point, is the reason PDX over-compensated the Wizards in the Avdija trade. The Wizards had PDX over a
barrel due to PDX being over the cap and using that as a chip in the negotiations. Cronin reconciled some of that back by trading the 34th and 40th
picks for future second-round draft picks. Still a little rich perhaps, but hey, that's the NBA now.

So, functionally , the new CBA is acting like the NFL hard cap.
A few owners will still be willing to pay what it takes, but this gives the rest of them an excuse.
