Orlando was dirty for that but, he does it as a counter to the under-hooks. In this match up it looks like nick never used the under-hooks in the grappling exchange. Also it may not be worth doing with someone just as heavy as you.
It was most likely not on the regular with training partners however in this case against Sean Strickland he was talking alot of shit so he showed him whats up lol

The only big dude I’ve ever seen move smoothly with technique not just try to muscle through shit is one of the brown belts & purple belts in my class. The other big blue belts are good for 2/3 rounds when we’re live after that they’re tired and anyone can get a sub on them.

It's normal in the sense that people will do it if they have the opportunity. But Orlando is also so big and round that simply rolling onto his back is a good defense to get you off it. He's literally so round that when he rolls to his back you will just pop off unless you have the double hooks locked with your legs... but he's also so fat that it's almost impossible to get the double locks lol.
So happy I scrolled to the comments before I committed another seven minutes of my life to this stand fest

I am totally ignorant to BJJ or this tournament so excuse the question to the experienced. Is the standing neck and arm locking from Greco-Roman wrestling or is this tournament specific? Is this a typical starting position before a takedown or mat work? Is this considered BJJ just without the Gi or is it something different? Thanks!
Its a no gi tourney. They can use whatever that works. And not really that typical starting position honestly.
