Sounds like the internal cooling fan is noisy. Those fans often go noisy on these fluke scopes. Also the charger input sockets fail often, too. I have several fluke scope meters and repaired the charging socket and fan issue on one of them with a video showing how I fixed it. Mine are colour versions of the fluke scope meters but very similar to the black and white screen versions. Lines across the screen is another common issue with that scope meter. If I remember correctly mine work off the charger without the battery installed. Well done repairing that one, good job.
I have the 199c and 199b, they should be similar as far as DC operation they are just higher bandwidth (200 Mhz). both units will run on AC adapter with the battery removed or fully discharged
@@electronicshaverightstolive i have the same problem... i tried with a temp jumper and it runs on AC without the battery but it doesn't work with tha resistor open

Ese osciloscopio no sirve a los seis meses de haberlo comprado se. Daño la batería Después se fue aclarando la pantalla y quedó manchada lo envíe por garantía y tuve que pagar ,200 dólares y se volvió a dañar no compren eso se lo digo a todo el mundo lo peor que ha sacado la fluke

That seems logical. I didn't try to power it on with AC adapter after replacing the resistor and with battery removed. Probably it would work too.

Old battery pack was a Ni-Cd but new is Li-Ion .Never don't use without Battery managment system with this new cells ..
