Dr. Manhattan can definitely survive the penance stare from Ghost Rider. The whole point of the stare is that if you have an ounce of guilt, it will hit you. Dr. Manhattan is like Deadpool, he doesn't think that he's done anything wrong. In fact, just like Deadpool, he thinks he's doing the world a great service

It didn't work on the Punisher the first time because GR had some sort of respect for him, so he let guilt be the condition. When Punisher started getting out of line GR used it again and it had no issues working. Also, if you think that MEPHISTO feels guilt for his transgressions then you're a little delusional. The penance stare works on him too.

If he can attach a symbiote to someone like Silver Surfer or Sonic then they’re gonna win, and I believe he’d be able to do it because we’ve seen him control Celestials with Symbiotes before I believe
Both are strong but in terms of reality warping, Manhattan is stronger and has a larger kit overall. It's really Manhattan and Sonic fighting Ghost Rider and Knull with the other two on their teams supporting them each.

You're making an assumption regarding how old Dr. Manhattan is. As of his latest showing in DC Comics he could very well be older than the DC multiverse.
Dr. Manhattan could probably solo the whole list. He is the only one who feels like a true god like being. As far as we know he doesn’t have limitations other than those he may place on himself. Dr. Manhattan is basically a plot device in most stories.
Dio over heaven is also extremely useful except his teamwork skills would be kinda bad and he’d probably use his team or at least be the leader of it since he wouldn’t allow otherwise. As for Sonic charging up it doesn’t matter when DiOH can literally stop time forever and rewrite him without needing to power up. It’s unfair but also I feel like team 2 does what team one does better, not to mention Rimeru who can absorb people.

In the Doomsday Clock series Dr. Manhattan was introduced into the mainstream DC Comics multiverse. You know how they handled him? They didn't. They couldn't. Not a damn thing could be done about him. He ultimately just removed himself from the story, kind of similar to how he removed himself from the Watchmen story.

Eh, no offense but the Marvel Cosmology is way more complex than the Archie Comic verse. So saying Ultra Sonic has the chance of messing with the narrative is a big jump in logic.
