I think it ultimately depends if you like playing on the theme deck mode. If so, Towering Heights is pretty solid and doesn't take too long to set up.

The unseen depths is not a good deck 4/10
The towering hights though is a must get deck

theme decks are a great start. Entei deck is also very good. It'd be hard to build a deck from just booster packs because you'd have all different types mixed together.
