He’s not American or anything, he just exaggerates his natural accent for comedic affect. If I’m correct I believe he is actually Hungarian (I may be wrong) so his accent is not fake. He may not be Russian (again, may be wrong) but he is Slavic.

I THINK that this game is set in Czechoslovakia during 1970's (Around that year, because in that time there was occupation in our c(o)untry), so that black dudes are actually KGB, trying to hunt you down, and the gates are borders. At least that's how I understand it. Please, share with me your opinions :)
