It depends on the budget and the location of the solar panel.
If your solar panel has lot of shade or if your current location gets lots of shade from clouds or if you are not getting direct sunlight through out the year it's recommended to use MPPT charge controller.
If you are in a very tight budget you can use a PWM charge controller
