In my mind by creating this kind of a Buffer between The Armed forces and the National defense spending is yet another brilliant move from a brilliant leader and it is absolutely serving its purpose much better and its going to be much more efficient under Civilian leadership. Look at any command-and-control structure in the world - Civilian or Military - and what has changed the most in the last 1ö years? answer'- They all have in one way, or another added a new box at the top structural level called Finance. Perfect example how great leaders should be willing to evolve.
And don't forget Shoigu asked to resign 2-3 years ago but Putin asked him stay on
I'm sorry to see him go. While his replacement will certainly be incompetent, it's hard to imagine he could be as incompetent as Shoigu.
