Shoigu was there. He appears very prominently early, practically filling the screen in the Inauguration video prior to Putrid's entrance. I don't know how visible he was later because I didn't watch the whole thing. He was not wearing his normal uniform, he was wearing a light gray uniform about the same color as Göring's Luftwaffe uniform.
Defense Minister Sergei Shoigu WAS at the inauguration.
Erm, I saw him in the news footage, unless they showed an historical image for effect...
