Underleveled Pokémon aren't weirdos as of Gen 8 because of Pokémon GO. Since evolution is divorced from leveling up, you can have fully evolved Pokémon at Level 1 and then transfer those to mainline games to be funny. What this means is that Team Star are avid Pokémon GO players.

Our character seems to be able to many things much more quickly or out of the norm for most trainers, but the lore is also full of many cases of pokemon evolving or learning moves through unique circumstances, long periods of time, or hands-on training that we just dont have access to ourselves. A simple example is the SS Anne Captain and Move Tutors being able to teach your Pokemon moves without explicitly using a Machine item to train them, or several fighting type gym leaders claiming to teach and train with their Pokémon through sparring. Leveling, items, trading, and the relatively unsophisticated breeding mechanics available to players are not all the options everyone in the Pokémon universe has, but those mechanics are the ones that make sense for a travelling preteen with a pokedex and a focus on battling would have access to.
Honestly a bit surprised that Lance's illegal Dragonites didn't get a mention, since they seem to be so well-known. Tinkatink's only physical STAB move that it learns by level-up is Metal Claw until level 35, when it learns Play Rough.
Anime characters had early access the Legends Arceus move remembering mechanic. As long as they didn't use more than 4 in a single battle it makes sense. They just reconfigure the moves between battles
Not to mention fantina’s event battle with an origin form giratina… holding a ghost gem. If you were to do that, giratina would be in its altered form!
I never questioned the anime having mons use more than 4 moves.. because I always assumed it didn't follow the games and the list of available moves from the games was just.. what they knew in the anime (ie even if a mons was like "level 30" in the anime, it just had all its moves available from 1 to 30 at any point) like... in the Sinnoh season Grotle *naturally learned Rock Climb* which is all kinds of impossible in the games lol

Before that, Pokemon just used moves, but from the Black and White series and after, you can see all Pokemon use only 4 moves per battle. For instance we can actually see Pikachu alter its moveset. Ofc it always has Thunderbolt, Quick Attack and Iron Tail. From BW, it forgot Volt Tackle for Electro Ball. Then in SM it forgot Electro Ball for Electroweb.
Isn't there also a dude on the SS Anne in the anime who has a Raticate with Jump Kick? I would consider this a minor oversight because in many cases the anime notes if a Pokémon cannot normally learn a move.

I still desperately want the Team Star Starmobile Revavroom to be released someday as just regular Revavroom that have their different Starmobile Abilities and signature Elemental Torque Moves. If not in their debut generation of Gen 9 which is ending then Gen 10 or onwards because Revavroom honestly deserves. It should've gotten Speed Boost from the start. Also fun fact, the Starmobiles actually are the first ever instance of having unobtainable stats. As in the way they are calculated are different for each battle specifically to them and they interact differently with you're own Pokémon stats and damage output. Also they are arguably even more powerful then Eternamax Eternatus, with it's 4 digit Base Stat Total glory, simply because the Starmobiles are Immune to Status Conditions, can't have their stats altered by opponents, cannot be copied through the use of moved like Transform or Sketch or Abilities like Trace. And as of all that wasn't enough, any attempt to steal or swap stat changes also will always fail. Team Star really is the most powerful villainous organization we've ever gotten.
Just a thought; would Gothitelle be possible to have both moves? Breed one with one male with the move; then get the baby that knows move A, then breed using that baby; with another pokemon to get the next move; thus having a baby that has both?
That would work nowadays, but not in gen 5. If you hatch a female Gothita egg that knows Mirror Coat in Black and White 2, you can breed it with a male Pokemon that knows Miracle Eye. But the next Gothita egg you hatch will only know Miracle Eye, since female Pokemon couldn't pass down egg moves in that game. In gen 6, it's absolutely possible, now that eggs can inherit moves from both parents. You can do exactly the steps you laid out in your comment to get a Gothitelle that knows both moves. Black and White 2 is the last game where such a thing is impossible
