Like I said in the previous video, I don’t think that engine was ever started, looks like they put fuel in it and never ran it. You badly need some pressure cans of carby cleaner
Should have clean that tank before you plug-up that Carb. At 25:23, that's what is still lying in the tank! At 29:06, AGAIN, clean that line and tank FIRST. At 29:45, DON'T put oil in their!!

What fuel ratio you using 40/1 ?
The data plate on the air filter cover showed 25:1.
That engine is too clean. Makes you think that it was never ran for long, but had a little fuel in for a test run.
