Disaster insurance should be a statutary mandate for central and local Governmen to take out.
The next level is busuness owners and home owners.
We are driven to have healthcare insurance as individuals why not disaster insurance cover.
If the Government has this setup via the tax system for people paying into to the state and local coffers then hurrican recovery would be far less painful.

That is the free market. To allocate resources effciently when demand outstrips supply prices must rise to attract new supply and reduce excess demand.
If prices do not increase deman will not be satified and peoples will be able to consume goods and services they need.
The question is statistically what are the price elaticity of demand and supply and what constitutes "price gauging"
Price guaging in the context of a period just after a natural disaster is not price gauging..... inputs to production are less available, suppliers in the value chain are not a full operational status due lack of power, workers and damaged equipment and or buildings.
This is up and down the economy..... alot is broken including taking into considerstion that contracts will take time to be paid and there are massive cash flow issues.
All the above need to be taken into considerstion by business, Government, the legsl system and banks and insurance industry as part of immergance recovery legislation.
The above is to prepare for the next storm and natual disaster.
All the above is not rocket science and could have been aired many decades ago.
Hurricans are not new to JA we have them every yr since time oh long, yet we struggle with recovering from them.
The issue of distributed power and JPS's strangle hold over JA no opening up it power grid to feed in tarifs should be a major point of reform that we need to enable citizens to have solar lower and battery packs as well as grid connection. This will provide resiliance in time of natural disasters. This will enable business and consumers to operate even wjen the grid is down or there is no connection at all.
