I think buses does traffic as well as cars do thus congesting the roads. Buliding subways doubles the amount of passage alongside with roads for people to pass through their destination. Building elevated roads will triple the of passage alongside the roads and subways. And building railroads will quadruple it.
I agree with you to some extent but check the traffic stats after placing bus stations. A combination of bus stops, subways, one way streets etc all help decrease traffic

your grid system is prefect to figure out way to make an octagon highway system on the outer area. Best not worry about traffic build up, Igorne it then sims will use public transport eventually leading to well used mass transit systems. Or you can just keep them poor with pollution. lol
The placement of the residential areas is packed close by and the existing radius of the school covers the same. For ambulances I have installed an add on which let's me place a bigg hospital that doesn't require ambulances 😊
