What people don’t get about the Rule of Two is that there can only be 2 sith at a time but that doesn’t there aren’t more than 2 sith around in an era coming about. But the Rule of 2 doesn’t allow for them to exist, meaning that if there’s multiple sith running around, they are forced to kill one another INTILL there’s only 2 around left. There can be more than 2 but the rule basically forces them to kill one another because they are unable to tolerate a rival sith’s ambition for power and conquest as they themselves are doing. Its ironic. Darth Bane is called one of the most important Sith due to creating the rule of two but that rule is constantly broken & disregarded in spite of bein acknowledged. Some well known instances involve the following agmonst living Sith: 1) Sidious, Dooku, Ventress & Grievous; 2) Sidious, Maul, Savage; 3) Sidious, Vader, Starkiller & my personal Fave: Jar Jar, Sidious & whoever Sidious took as his apprentice at the time be it Maul, Dooku or Vader + their apprentices.
No Grievous was not force sensitive ,also ventress was a dark side acolyte like savage at first ,which means they were assassins that never got real dark side knowledge …sidious funny enough also only broke it with maul against plagueis In legends Bane tried to break it by using essence transfer on Zannah

All the while Maul was about to take on Obi Wan and Quo Gon for the last time. Canon wise, not much has been given on how or when Plagueis was succeeded officially by Sidious.

I still find the "Rule of Two" to be a huge crutch. We've seen Jedi Masters and even Knights that could kill many Sith Masters, and if one were to kill both Sith Master AND Apprentice then the line ends and so do the Sith. It feels right, but only in the context of the Brotherhood of Darkness. If Bane had fought to try and recreate the Sith Empire of old, then the Sith would become a force to be reckoned with.

Honestly, I disagree, the rule of two, though clever was the sith's greatest downfall, but Bane's idea of working in the shadows was one of the best in all of Star Wars.
