Renault Megane Mk2 Horn Not Working

I have 1999 Megane and the horn is on the left (drivers side) and under ...one can get pretty easy into it. It gets power by wires but give not sound.

If the power and ground are both good then it should just be a matter of replacing the horn unit.

Not sure, might be lower down behind the bumper somewhere.
