i used to work in a NOC and had international clients. dealing with underwater sea cable repair was the MESSIEST of issues. it literally leaves connections to countries down. then you have to typically depend on another country's abilities to do the repairs. the amount of times i had to deal with japanese repair ships to get Ireland back online would blow your mind.
Cutting cables of potential opponents in time of peace gives one valuable insights in how the opponents are going to remediate in time of war, like how they reroute traffic, how long does it take for them to repair the cables. It forces the opponents to show their contingency plan. In addition observing how they repair and harden the cables tells one what it will take to severe these cables again in time of conflict.
