Interesting how Vault 15 was created by the game designers well before the vault experiment was a thing and it fits right into the Vault experiment. The notes on everything going smoothly seems like they are intended to contrast with the disaster that was Vault 12 also explored in fallout 1. No vault experiment in Fallout 1 means the problem with Vault 12's door was not intentional nor was the situation in Vault 15 supposed to be part of the experiment when designed. Fallout 2 neatly retconned things but not in a hugely obvious way.
I wonder if vault 101 was meant to be a pun in the third game like when college courses are “101” and entry level courses…. Put the game on consoles that a larger audience has access to but also need to teach them about fallout so vault 101 would be the entry level course on the series for people who hadn’t played yet
