- I rank every Perk Deck in PAYDAY 2 on how good they perform for DS/OD Loud Games. After my probably too long playtime in this game I think my rankings should be similar with what the majority thinks.
Regardless everyone has their own opinions and you might disagree with some stuff.
This Video probably took a bit too long to produce, I had the idea to revisit and renew my previous crappy Perk Deck Tier List and update it with new thoughts for months now but I lost motivation twice actually, once before I even started to work on the Video itself lmao.
Fortunately when working on this Video we actually got the Copycat Perk Deck released which I was able to add in this Tier List extremely well.
I ended up having some more less major issues with the render, some video related things but mainly audio problems. With a second render to manually fix these issues I got a decent result out of it.
With this Video here I realized I should probably move on with my editing software and get a better one since my Videos start to have more quality as of recent.
Anyways I gotta give some shoutouts to @HAGENISHERE and @mrcreepysos for helping me out with some bits in this Video, you lads made it that much better.

Also the Video is VERY inspired from martincitopants, but you already knew that. I feel like something similar to his type of style fits well for me and I actually enjoy it. Depending how this is gonna go I might actually do more content like this, I am just figuring out things.

I just tried using Hacker for the first time, along with a dodge build (80% dodge while ECM) paired with Akimbo CR's and a Mark 10 for sustainability.
Holy shitfucks, I did not expect it to be this good. It makes Death Sentence look like Death Wish.

Thats almost always the case.
something I like to believe (doesn’t apply to all) is that as some small content creators work harder and harder and eventually get into the big leagues, they realise that if they put less effort, they still get an absurd amount of views and revenue which opens up the path of laziness, a fallen angel.
But I just like telling myself that, wanted to share

I have been running Sociopath recently, and I honestly didn’t realize how ridiculous it would be at all difficulties. Running Sociopath with Berserker and Frenzy is my main build, and while it’s certainly not the meta-death machine that you can get from the perks like Stoic or Hacker, the armor-gating combined with the panic and just sheer chaos of running around full speed at people with a Stakeout is absolutely delightful. With Frenzy you can actually take 3 shots before going into health with ICTV, so the armor-gating can be even better. Definitely would recommend trying it to anyone who wants to maintain some sweet crackhead energy on the higher difficulties. Awesome video, by the way!
Copycat stoic is interesting. You don't get healed for taking a drink, get damage cancelled after 4 seconds, or 2 seconds off the cool down per kill, but you get to use armor and increase your max health, giving you essentially an extra 180 health
Yea there is lots of interesting stuff you can make with Copycat, talking about this stuff more in-depth could be its very own video considering how much there would be to talk about. It's kinda nuts what you can do with Copycat.

Hitman says you regen armour in 1.5 on armour break, it works exactly as intended. It's just that if it ignored all suppression you'd be immortal on anything below DS

I feel copycat can be nuts though, with the high dodge chance plus invul state after armour break.
Also the auto reloads and increased swap speed is kinda neat.
With a full dodge build, it can soak quite alot of damage even in the open.
(Also it complete replaced hacker on stealth as of now with the speed boost on bags and crouch)
I guess SMG side LMG main could work, but I'm pretty sure it's dodge only works if you're standing or crouching, no running allowed
i member back when maniac first came out, you could pair it with the skill that limited your health and gave you damage resist, run a full lobby of maniac players and be immortal. was during an LMG meta too i think so it was just hellfire rain upon the cops
also anarchist only being A tier really says something about the last 3 perk decks theyve added
That's Frenzy, and I actually run that and Berserker both aced on my Anarchist build. It focuses on akimbo P90s and reloading as quickly as I can to keep the bullets flying. Constant low health doesn't matter when it just converts into proportionally more armor, so I lose nothing and only gain. I keep a secondary SMG modded to handle snipers and other distant targets to handle my range and ammo issues.
@@hyliandoctor This, but with TMP smgs as main and P90 as side was my build and honestly, it kind of got boring. Running around with a similar build, but Frenchman Akimbo and North Star sniper is kinda more interesting since any time I run out of bullets on either weapon my options to get armour are VERY limited

copycat also gives you some unique effects that don't change like regen upon dealing headshots, this is very good when copying grinder

Im hoping that Copycat is Starbreeze's way of testing what the perk deck system may look like in Payday 3.
With so many perk decks in 2 going unused, having a deck be all about slotting in different cards so that no two decks are the same would be a fun system.
i think that may make less original decks, not more. once people find the meta cards and card combos...

I tried using the lead pipe on doze faceplate break, removed it on the day 2 of the heist because it was so damn loud. Icepick is a little quieter though so I've been using that.
Yea the dozer faceplate metal pipe mod is a bit loud and also gets annoying really quick actually, I don't recommend it. The Metal Pipe Ice Pick is amazing though.

Hacker is such an insane perk deck, not only is it insanely powerful, but it’s also insanely versatile. It’s a solid perk deck for dodge, armor, even stealth, although I prefer copycat hacker for my stealth build

Also, any suggestion on which guns work best with hacker and leech?
I think any weapon that you feel comfortable with works the best for any perk, but mark 10 akimbo and single is pretty liked and quite meta. You can also just use Commando 101 RPG for Leech and push back any assault using bulletstorm.
For ARs you could stick to gecko, lions roar or ak17 with some smgs or 5/7 Pistol, those are pretty much the most best setups.
Honestly only one thing in the hacker changes felt like they crossed over into the why category. Before I had heard how inconsistent it could really ne and that seems to be genuinely fixed, but I do wish the stun triggered at the same TIME and duration as it did before. With the small delay and only triggering once, not the whole pecm duration. Though to Overkills credit, I can see why the other changes were made just due to some of the issues clients supposedly had

I use hitman on Death Sentence with ICTV because of that 1.5 arnor recorvy thing. It is really overpowered if you use it correctly. I would say its B tier.

I've been having a lot of fun playing copycat stoic with ictv and berserker lately. On death wish yes, just really like the gameplay loop
The thing i like about crook is that i can take crits+zerk builds for stupid damage level. Yeah i can do the same with anarchist for cheaper and it's better but they're two different play styles so it's still got it's own thing going for it
one thing you missed out on berserker is that on anarchist, most players run anarchist. Sure the extra hp makes it harder to zerk, but the extra hp also is converted to your armor. This can save you from time to time.
tag team is amazing when you play with noobs. It lets you heal them, and sustain them on your own.
Plus if you're good with killing, tag team will work far longer than it's recovery rate, which makes it work almost infinitelly.

Infil doesn't heal on kill, it heals on hit. Also the damage effect lasts longer.
Infil just has better melee can socio, but overall socio is more bloated and has armor gating, which makes it the bettur deck.

Crew Chief is especially good for Anarchist players allowing them to reach a 3 hit armor breakpoint with no extra skills (I think, it may just make it easier to reach that breakpoint but idk)

I believe that DS 1 down shouldn't be considered the baseline of difficulties. The max difficulty is never meant to be the baseline difficulty of games especially when there are these many difficulties.
However, I do understand the reasoning for ranking the highest since I know a lot of people want to know what's good and terrible for learning the highest difficulty.
Yea I understand where this is coming from, but I do believe ranking anything on the highest difficulty is the most interesting for probably everyone.

@@dc7981 yeah however 1. That's not the max. That'd be basing the difficulty on DS not 1 down. And 2. That game has a major combat flow that when mastered, everything becomes nigh easy.

Alternate Tier list for Stealth:
A+) Hacker
B) Burglar
C) Yakuza
Yakuza is the worst because when you're speeding through stealth you're more likely to make careless mistakes. But on the other hand, if you can learn to control that speed... It becomes S tier.
Using Anarchist copy cat you can have a max (60 percent boost from choice cards) 414 health plus dodge or whatever armour plate you wanna use.
320 swap speed included aswell as auto reload in off hand every 10 kills is cool
you also get headhunter from copycat, which adds 10 health per headshot and paired with bullseye is epic on its own but also adding the 60 percent boost from two active joker cops is mean. hope this helps some newer copy cat players!
i meant grinder but instead of 414 health you get 460 which is higer than normal grinder

I'd put copycat in S tier purely because if you started playing around 2020 and later, it is the only way to access kingpin legitimately.
Also infiltrator does have a 2 niches. Firstly if you are australian you can't buy hotline miami 2 and thus infiltrator is your only dedicated melee deck, and secondly the OVERDOG window is slightly longer than socio, allowing you to play a melee build with golden spoon if you wanna meme around

When I played last Anarchist with dodge was a madhouse of a build.
Bro maniac is so underrated, i played it and it's either a B or A tier when you have friends. However when playing alone or with team ai, it's a E tier.

if a perk should be S+, that would have to be Leech hands down. it allows to be completely aggressive but garants safety at the same time. im having way more fun with it than with Stoic or Anarchist

I would say Hacker. Struggled with Leech and didn't find it very fun to play, meanwhile Hacker actually made me try out a dodge build for once, me, who didn't like them in the first place. Got Akimbo CR805B's with a Mark 10 for sustainability. Death Sentence is finally doable for me
Its funny how Perk Decks like Sociopath, Crew Chief, Ex-President, and Armorer aren't bad.
Its just how busted the top tiers like Hacker and Leech really are.
infiltrator's melee buff lasts 8 seconds but sociopath's only lasts 2, lets you use charged melee hits with the 10x damage buff. works best with the golden spoon since that has 450 damage when charged and only a 2 second charge time. even if you use a different one though it's possible to ohko bulldozers with melee skills and that ability up, and the longer timer makes it a lot safer to use melee in general since you can kill with the first hit on almost anything even if it's not charged. with the damage reduction it's possible to use infiltrator to get armor that survives a hit from heavy SWATs in death sentence with the combined tactical vest (saves 8 points from iron man aced). socio is better but infiltrator lets you do some unconventional stuff that still works.
i would also compare biker to sociopath more than anarchist, since they both give armor on kill while anarchist does it on hit (if you launch a fire grenade into a crowd with anarchist you can pretty much survive anything but that doesn't work as well with socio or biker). on my biker builds i'd usually take berserker since with default 230 health you can barely survive a heavy SWAT hit to your health and the extra damage really helps armor gate while you're playing safe and building your health back up over time with kills. my most selfish (no support skills) build uses crits, overkill aced with a slug judge (ohko light swat and shields as well as heavy swat with overkill active) body expertise, and berserker with literally any assault rifle, with aced ammo bags, and can work very well as long as you don't run into the open without clearing the area first. ammo bags are good since odds are your team has 6 medic bags anyway and it makes it a lot easier to play safely when you can sit in the objective room and not need to run outside to restock (think of it as preventing damage so it doesn't need to be healed).
both biker and infiltrator lack any panic button (like stoic, kingpin, leech, and hacker have) or invincibility (like armorer and anarchist have) so they're a lot easier to fail with but i think they're very fun to use and winning without those guardrails is more satisfying to me. also they don't need jokers to work (love kingpin but needing jokers for the health buff hurts it for me a little bit) so you can go very far off-meta with them and still succeed. on the other hand it's basically necessary to use an info hud to succeed with them on death sentence or you might assume your damage reduction or armor gating is available when it isn't and there's no indicator without mods, and i know a lot of people hate info huds

I feel like gambler is the only deck to synergize perfectly with fully loaded aced. Reason being the replenishment of flashes for ammo pickups.
Sad to see some of my favorite perk decks Hitman and Maniac being E tier🤣🤣 but i can understand why they are considered really bad though.But i still really love running Hitman on Death sentence with ICTV,that 1.5 second armor recovery time can be really good sometimes.I use Maniac sometimes just to support my random teammates with the stacks so they don't die quick,that deck is Op in lower difficulties though,you can be immortal on Death wish with it.Maniac,Hitman and Armorer are literally the only perk decks i can use well especially Armorer with ICTV
Yea I had a few people being somewhat upset with the perks in E tier, but I think they fit the best there as the other perks are just that much better, at least for me personally. With that said E Tier doesn't mean it's impossible to play with them on DS, it still works just fine as pretty much everything is DS viable, these perks just don't perform as good as the others.
Feign Death activates on Leech fake downs, making it 90% (or 135% with More to Throw) not sure why this isn't mentioned like ever it's more broken than the old leech being unable to die.
