Two tricks I've seen if they park in your Marked Space repeatedly is let the Air out of at least 2 two tires and someone jacked the car up put something under it and lowered it down so the wheels were up in air. May not resolve the problem but makes it someone elses problem.

If you mean at 16:44, if the driver of the silver car doesn't live there, and doesn't have any business with the homeowner, then yes, it's illegal to park in the driveway, thereby blocking the owner(s) out of their own property. It's illegal anywhere here in the US to block someone's driveway because that's cutting off their egress/entrance. If that was the owner of the house, he may have committed a crime somewhere away from home, and the officer caught up to him in his own driveway. Not unusual.

They’re only allowed to tow the car to the tow department’s parking lot so the owner have to pay to get his/her car back, that’s it.
