I think they try to do a good job but the results are poor. We need rules and we need enforcement of the rules but they are hard to enforce. TUEs are a particular area of concern because they are not universally given for the same or similar cases and they are used as a loophole to gain an unfair advantage.
The problem is that if people can cheat, if that will make them finish the race in an upper quantile, they’ll do it. If asked, they’ll give all excuses for why they should be allowed, even denying the drug gives them any advantage. All for the bragging rights..
Firm believer in competing with what you have. Nothing is wrong with people taking testosterone, just don't play sports. Just as it's not an ethical issue to use an ebike, just don't race people not using ebikes. Sports are entertainment. If you can't compete due to drug use, you can still enjoy that activity but you shouldn't be in any competitions.
@titosdad372 I raced as a lower level pro on the road and track. And I was an all-american track athlete before that. I know very well that a ton of people were/are doping.

Hard to keep up with drugs there aren't tests for yet, and drugs that can be microdosed without detection with available tests.
