Okay, but that art you used for the Immortal Emperor was perfect. “The God-Emperor of Mankind’s head on a Lich’s body”, is how I imagine it too. Sprinkle in a bit of Lovecraftian imagery and it’s spot on.
Also in my headcanon of the Governor’s Palace, it definitely has some big ass Junon-like cannons that are meant to defend the city from naval invasion… but that also just happen to be able to fire into the city as well should it ever revolt.
I think having vigilante NPC's could serve as a nice GM tool if things get too out of hand or to shake things up if they go too smoothly. In the former, say the party causes a delay in the shipping/receiving of parts for maintaining mouse mincing rooms. Just as an example.

Silly question but ya think it'd be possible to run a Bluecoat game? I feel like it could be interesting trying to do the "cop blurring the line." (Somewhere between Mad Bull 34 and The Shield, definitely watch the latter if ya haven't)
Yes actually. Not just in attempting to convert or have your scoundrels work as bluecoats, but there is an actual free short supplement called Flame without Shadow. Has a Bluecoat, Inspector, and Spirit Warden initiate playbook alongside some scores.
Pretty much, yeah. You might find one or two who try to hold onto an ideal of what it means to be a good cop, but those types will quickly be blackmailed or otherwise forced to join the underworld aspects of the City Watch, or else be disappeared and never heard from again. There's even a group of ex-Bluecoats known as the Gray Cloaks, who were all framed for burning down their watch station. While they are innocent of that specific crime, and Inspectors are trying to prove their innocence, they still have their old uniforms and frequently masquerade as the police officers they used to be to bully those who are poorer or less politically connected than themselves. The only "innocent" institutions in Duskwall are the Spirit Wardens and the Inspectors. Inspectors are appointed by the Lord Governor and are usually picked from foreigners who have no close ties to Duskwall. They are quite possibly the only people you can count on to care about justice and a fair trial in the city, which makes them one of the most hated factions in Duskwall. The Spirit Wardens serve the Emperor directly, are almost exclusively made from people not native to Duskwall, and are generally only interested in collecting the dead so that they can prevent their angry spirits from attacking the populace.
