Origins of this track: it's from the golden record aboard the Voyager spacecrafts. The track on the golden record is titled "pulsar". I randomly discovered this reading up on the golden record in the 2000's. At the time a NASA page had all tracks available to listen too online.
Not true, this is just random vinyl static to poke fun at bands in the 90s who would attempt to put vinyl sounds in cds to give their listeners the “vinyl experience”. And also to fool the listener to believe their vinyl record is broken and looping the same sound.

There's a post in these comments by some guy claiming this track is from the Voyagers Golden Record. When I disagreed (with links and accurate info.) he got super nova butthurt and had a rage out over it. I deleted my comment and I'm just backing away slowly & making my own comment here.
This isn't from the Golden Records archive. This track is a "needle groove" on a vinyl record. It was included as a "joke" about other bands who were purposely mixing vinyl sounds onto their cd tracks. It was an annoying trend that happened in the early 90s.
Tool made this track to make fun of the idea of synthesizing the vinyl experience on cds.
No one cares, but there ya go.
Otherwise saying that people who believe vinyl sounds better are useful idiots for the boneheads in the industry who implemented fake vinyl effects in their albums to increase it's quality.

This observation may very well be inaccurate but the bass line of 46&2 was the first thing Justin Chancellor contributed to the band when he flew to California for auditions. He wrote it while preparing for the trip when he was also repeatedly listening to the rough demo tape of new Tool material that was sent to him so he could learn the songs. So as this track transitions to the 46&2 bass line I imagine it symbolizing that worn out cassette tape that he was listening to when he wrote the bass line.
