Good luck with your project! Try using "Metal Rescue". It will rid the rust, especially in the fuel tank. Then remove (but retain) the metal rescue liquid for later use. Then swish a small amount of a 50/50 mixture of motor oil and gasoline in the tank to coat the interior surfaces and dump the excess. This will help to protect the tank from starting to rust again until you eventually fill it with fuel again.
