You're right, some who are homeless are living in the brush on the side of the freeways for shelter. It's very sad. California , like many other states have almost run out of housing do to over crowdeness .

some of these people are out of it and on drugs and think nothing of it walking down a freeway lane seem perfectly normal to em.that is what happens.
