If any of the methods don't work. Go to task manager, find windows explorer and end task then restart your computer. I tried that and it worked for me!
Thanks for your clear and concise explanations on the missing Taskbar problem. This happens to our computer periodically and we've always restarted it to fix the problem. So - when I make a web window smaller (not on whole screen) usually appeared horizontal slider on the bottom of the window which allows you to scroll the window horizontally to see to the horizontally arranged content which are not fitting to the smaller window. Now - when I make the window smaller my content of the window gets rearranged and the horizontal slider does not show up
I have the opposite problem since the last windows update: Errant programs keep unminimizing the task bar at least 20 times an hour to draw attention to themselves. I am using a program that i absolutely have to use for work all the time that requires access to the bottom of the screen, so it is extremely irritating to keep having to manually deal with the taskbar popping up. Is there a way to prevent programs from unminimizing the taskbar without installing a dodgy .exe file from a company i have never heard of that could be malware?

Try editing your taskbar by right clicking on it and going to taskbar settings the scroll to notification area and select which icons appear on the taskbar and toggle off the switch for any program that you don't want to see any notifications from. You can also go into the taskbar settings and enable the automatically hide taskbar in desktop mode.
