The Role of Dynasties and Caste in Politics

  • In a previous episode of the podcast, Dr. Adil Najam made a very important point that underneath all divides in Pakistan is the class divide. That is a very important point and one could argue that this divide is anchored by the caste divide in the country, particularly in Punjab and Sindh. However, both caste and class are absent from the daily political and economic discourse in the country.
    To talk about this issue, Uzair hosted Dr. Hassan Javid, who is an Associate Professor of Sociology at LUMS. He has done phenomenal research on democratization and the relationship between class, power, and the state.
    We spoke about why dynastic politics remains popular in Pakistan, why caste is missing from political discourse, and the path ahead for Pakistan's political evolution.

    Thanks Uzair. What a wonderful discussion! Prof. Javid is a real gem. I learnt so much about the fundamentals of what drives politics and change in Pakistan. This talk is making me think that perhaps the only way to really understand the ground reality is to read journal articles in the social science domain. The main stream media coverage of these issues is non-existent.
    My key takeaway from the talk is that the only way change will come to Pakistan or India, is when the people at the bottom become empowered both socially and economically. Of course this is a catch-22 situation, because it is in the best interest of the politicians and people in power to keep the masses poor and ill informed. So the question is what will drive this change? What will serve as a nucleus for that change?
    India also suffers from similar issues, although post-liberalization there has been a bit of a political consensus that pro-development policies are necessary going forward. In case of Pakistan, as Prof. Javid mentioned, the role of army has been to blunt any competition between the political parties, which in turn gives them less of an incentive to improve the lot of their constituents. Would Pakistan also need to reach a near economic collapse to necessitate radical changes?

      Thanks for the kind feedback. I think you rightly pointed out the starting point -- empowering people. Digital technologies mean that people now have the world at their fingertips, meaning that access to information has been democratized. This is a very empowering thing and I think more and more people are using this to empower themselves and push for change.

    I reckon, longest and real dynasty in Pakistan politics is military establishment. Their power and status is unwavering in contemporary Pakistan.

    Based on Networks with Military, Civil Bureaucracy and business interest.
    They build network through Marriage of Convenience
    Why People Vote: Patron Client Relationship; Who can get things done whether has a compromised character
    Reasons:
    Military Patronage
    Uncontinuity of Process of Democratisation
    Use by political statues as Political Shortcut to gain power.
    Remedies:
    Political Mobilisation Through Popular Movements
    Raise Awareness

    JI has never been able to win much because of various reasons including them being conservative and having no economic or foreign policy. Also JI has been more successful while in Zia era and MQM by your definition is also kind of Dynastic party given they were developed by Establishment to destroy PPP vote.

    Supporting PDM which is all lead by Dynastic politicians and them removing PTI which is atleast not dynastic at the top is surprising. I agree with people seeking democracy and rejecting establishment involvement in politics but even America has not been able to do that. So if you are supporting pdm then I can only express my surprise with so much of knowledge.
