If im correct(if not correct me) but I think the bad ending in this game is not that Goldman is a zombie, but the fact that he's the only one outside the building. This probably means that everyone in the city is dead, and that James and Gary are the last survivors, so that's why zombie Goldman was the only one there at the end.
I miss the arcade :3 Would love to go back there. I think this is the uncensored version cause i remember the blood was graphic and its like green for some reason.
Realistically, they would send in the military to dispatch the horde of zombies, but I guess all they need are a couple of agents with no body armor and a whole ton of ammo for their measly pistols. Eh, who am I kidding? This game's gold! :)

The easiest way is playing The House of the Dead 2 and 3 Return on Dolphin. You could also try the PC version, which I can't say for sure works on Windows 10, but I think it's likely.
