It has to be an active choice on his part. He speaks about getting his jackets tailored all the time. It’s a choice to give himself a “buffer” look, an off putting aesthetic to have with a suit. IMO
That's definitely not a tuxedo shirt. Cummerbund matching to bow tie is a must. No patent leather laceups, no socks + cropped pants and a dinner jacket. That combo you may call "Creative Black-tie", but not a full tuxedo.

For example If your job requires you to wear a suit you'll wear it if there's no dress code then it's up to you what you'll wear .
