How did you rererecord with two games going at once? Do you have to create simultaneous save states, or can you rerecord one while letting the other play normally?

The very high re-record count (226,021,275) for this TAS would suggest an RNG manipulation script being invoked repeatedly. It would affect random occurrences such as critical hits, encounter rates, encountered Pokémon, catch rate checks etc. throughout the video.
This is tool-assisted, so anytime anything happens that he doesn't want to happen, such as a Poké Ball failing to capture a Pokémon, he can rewind and try again until he gets it. That's also why all of his opponent's attacks miss (except in rare cases where he wants to take damage), he doesn't deal with any unwanted random encounters, and so on. The game isn't being played by a human, it's being played by a machine. While it is POSSIBLE that a human could do everything presented in this video, it is astronomically unlikely. But this video proves that it is technically possible to complete a Pokédex in under four hours, even if no human being will ever do so.

Actually, it was probably because he got charmander on red, so it's like a 1 in 4 million chance to get a specific charmander, so he needed that game to be on a specific value, and he needed the games to sync up for trades... So it makes sense overall.
i mean, if he wants to crit, he can just keep on waiting a frame or clicking it on the right frame. not that hard when you get to play that game 1 frame at a time and can go back.
