So now that they plan on no new carts I would assume many won't build there. This just took me to a whole new place as I'm not sure how I would get around with no cart......

It can be hard to get around without one, depending where you live. When I first lived in San Pedro, I was on without one as I was not far from the airport, and it was ok to walk to many amenities.
