And it hijab does reduce the chances of a women being harassed . Don't you know about the concept of **Amar bil maroof Wa-nahi anil Munkar** ( Enjoy what is good and forbid what is evil ) ? Read the Tafsîr of Surah Ale imran aayah 104 or Sahih Muslim Hadith 49a
RasoolAllah said " *Whoever among you witnesses an evil, let him change it with his hand* If he is unable, then let him change it with his tongue. If he is unable, then let him change it with his heart, and this is the weakest faith.
It has been commanded to oppose the prohibited actions by your Hands ( if you have power to do so )
Also, regarding the choice... you don't have choice to NOT to wear the Hijab, if It has been commanded then you have to wear it, else you're Munafiq.
Read Surah Al-Ahzab aayah 36 **It is not for a believing man or woman-when Allah and His Messenger decree a matter- to have any other choice in that matter.** Indeed, whoever disobeys has clearly gone far astray.
They have the authority to stop your actions according to the *Sahih Muslim Hadith 49a*
They are commanded to do that according to the concept of ' *Amr bil maroof wa-nahi anil munkar* ' mentioned in Surah Ale imran aayah 104 ( read its Tafsîr for detailed explanation )
