    THE CITY-STATES. They've been updated~ I haven't done this one in over a year now, and the last time I did a city-state tier list it was just god awful honestly. A lot of those rankings just didn't make sense then, and don't make sense now hence the new update! Additionally, a few of the city-states just didn't exist (i.e. Wolin, etc) since it was before the final update.

    Don’t forget Valletta allows you to purchase flood barriers with faith as well, and considering it’s a very cheap faith compared to the high cost of production for flood barriers. I’d say alone boosts them to A tier

      Valetta definitely deserved to be higher. They're useful in culture games because you can get walls in your city both for defense and tourism without taking production away from building theater square buildings and running city projects, they're good in science games because it allows you to buy flood walls, which you will definitely need if you play like I do and rush industrialization and research that before you research iron working. The only drawback is that they're a militaristic city state, which is one of the least useful types of city state

      @@ryanduffy6089 unless ur Tamar or mali the tourism isn't worth the faith. You could be buying up more settlers, builders or even pumping out archeologists with all that faith.
      Archeologists rush is esp good. As the sooner you get them out the easier it is to theme. For example if you get them b4 the medieval era ends, there's only 3 different eras the artifacts can be from. They become RIDICULOUSLY easy to theme at that point.
      Getting walls up is an afterthought at the last minute.

      @@nanogalactic6016 s tier implies that it has no or very little opportunity cost. In most games, if you have good faith income, you'd rather use that faith for monumentslity than walls and infrastructure...

      @@boesthius I feel like Chinguetti still the better "free stuff" trade orientated city state than Kumasi. Culture is better, but It'll still cost you a trader to a city state, which isn't always the best when trading with civs can be so much better.

      @@betheguy8888 that's def fair! I think incorporating Wisselbanken with Kumasi is super good because it works with city states now, which is what I run a lot. Mid-late game running Democracy + Wisselbanken + Kumasi and trading from my cap makes a ton of yields.
      I can see your arguments with Chinguetti as well!!

    Hey boesthius, about your Mexico City rating: I dont say that it is wrong, but i would like to give another aspect to it. by increasing the tiles by 3, the total amounds of effected tiles goes from 126 to 270. Thats an increase of more than 100% (114%) instead of the 50% which comes in mind first (6 tiles to 9 tiles distance). it clearly depends on the city setup. Even with the new ameneties system, an increase at that rate is good. so for large realms i would recoment it.

      I agree. I mean, maybe it's still D or C tier, but F tier seemed really harsh. I wouldn't fight for it, but often times having it when no one else is going for it changes the value of industrial zones and amenity districts. Any bonus that changes the priority of districts I think deserves to be higher than F.

      While I'm normally a fan of being a numbers nerd, this situation is a bit more funky because of the goal of power. Power doesn't need to reach tiles in a city, only the city itself, so the area doesn't particularly matter.
      Think of it like building a highway from one town to another:
      If you need have a road that reaches 6km towards the next town, but it's 9km away, how much road more road do you need? 3km, or 50% more road.
      So while it can reach a city in 114% more tiles, the city can only be 50% further away.
      I could have this idea mapped out all wrong in my head, and I'm open to correction. Didn't mean to rain on your parade or anything, I just like this kinda topic.

      @@VoidicHerald that's true but u can easily fit double the amount of cities in the 114% bigger area. I looked at some of my older games with large empires. And the center ones would reach around double the amount of cities.

    You forgot the all important meme play when ranking Mexico City: stack Tesla + mausoleum with it to get 15 range on your super high adjacency IZ and only build 1 for your entire empire

    I use Yerevan in culture and scientific games. Use the apostle “Heathan Conversion” to protect my empire. I usually get five to ten military units per apostle. Once you have this city-state, you will never have to build a military unit until you build bombers. It is excellent in Culture games because you can get units well above your science level.

    Armagh is pronounced "Ar-MAH". (The rest of this comment is fluff if you're interested!) It is an Irish city, located in Northern Ireland, historically considered the religious capital of Ireland. Religiously Ireland can be said to be known for it's monasticism, the trope of "Monks" of European tradition very much stems from Dark Age era Irish monasticism. At the time as the rest of Europe was in a dark age in terms of education and technological progress, Ireland was in its golden age and produced many great works, like the Book of Kells. Armagh is pretty much the only reference to Ireland in Civ 6 sadly! (Other than Gian'ts Causeway as Powermauler rightly points out in the replies!) Hoping for an Irish civ some day - if Scotland deserves one, so does Ireland!

      City is a very generous description for Armagh, though it technically is one. A bit smaller than some of the other City States in here! If Ireland was a Civ I reckon we get:
      Special Building - Irish Bar. Can only be built in other civs cities. Raises their amenities by +2, lowers productivity and science by +1.
      Builders can build Pot Still - must be next to rice, wheat, citrus, maize, grapes, potato (new resource). Raises amenities by +1, +2 gold, +1 culture. Creates a one off trade item - Irish Whiskey. Only one per city.

    Kumasi is even more insane than you think, the +2 culture and +1 gold per specialty district is for the player's origin city, build a super tall city and add Bi Seng and Ada Lovelace, you can get up to 14 or 16 culture per trade route in that city, absolutely insane for civs like Portugal(absurd 30+ culture) or England, really any naval civ with Owls

    Loving the lists so far! For Buenos Aires, I don't think extra resources of a type provide an amenity. You talked about all the cattle in your Australia empire providing amenities, but only the first one gives you an amenity like a luxury.

    35:20 Kumasi's bonus is based on the origin city - so you can get around 6 to 10 culture (depending on your growth) to City states, which is exactly how I like to play my Science based games. This is particularly interesting since you don't need to worry about trade routes to other cities for bonus tourism in science games and you can almost completely focus on city states.

    I honestly think nan madol is even better than you said. Each city settled on coast or lake gets a free monument and another when you build the harbor. Even playing a non coastal civ on a non coastal map I will usually be earning at least 50 culture per turn from them

      But.....if you're not playing a costal civ then you aren't playing a coastal map in the first place. And that drastically lowers how useful it is to begin with...

    I'm a bird brain that didn't understand how Nazca lines worked for awhile but one time I was France and had a big desert city with Petra. I was running around spamming chateauxs where ever I could. Decided to fill in a space between two of them on one of my Petra tiles with a Nazca line and it was one of the most beautiful things I've ever seen

    trading dome can be okay if spam them in one city, and put all your trade routes on it, is improvement that gives you 2 + 1X trades routes in the city gold, + some extra from bonus reources

    I think modifiers are additive and are thus able to neutralize negative modifiers. For example, if you can achieve Geneva suzerainity + Kilwa with 2 Scientific suzerains + Ecstatic in all your cities as Babylon, you effectively nullify Babylon's Science penalty (15% + 15% + 20%) - 50% = no modifier.
    Other example: Australia's/Scotland's production bonus just adds +100% to modifiers already in play. Sometimes it's more than double (f.e. in a city with low loyalty and happiness) sometimes it's less than double

      I'm not 100% but that's what seemed to be my observation, at least for passive Modifiers. I have f.e. no idea if Magnus' chopping bonusses are additive or multiplicative, but I do believe Pingala's promotion follows the same rule

    neat bonus for Valetta is the ability to get incredibly cheap Flood Barriers, especially in your fringe cities

    ngazargamu actually also give the discount to purchases with faith. Its jsut not stated in its descritpion, making it one of the best citystates with grandmasters chapel and and a religious civ

      @@boesthius also engineers are affected by narzanzamazu. They actually become worth it. By midgame to build dams and some aquaducts. And late game as a source of cheap chops when worker costs have BALLONED

    How easy it is to become Suzerain is a factor here. The AI loves some of these and pumps 8 envoys into them before the Medieval era.

      Yeah I agree. There seems to be consistently a weird amount of competition for some city states while others go completely ignored. It's like how the Great Bath is potentially a great wonder, but you can forget ever building it in most games because of the competition for it.

      Auckland is always ignored by the ai, so you can usually get it for 3 envoys. Even if I have just 1 coastal city, that's still good value.

      Yeah. I still agree with the A tier ranking though. There's a UA-camr who used to make Civ content named FIlthy Robot, and his A tier definition was "Consistently really good or situationally game breaking". Auckland is certainly situationally game breaking.

    I think you have to consider the fact that Vatican City causes your opponent's music value on their settings to spike to 200%. That puts it at least in A tier for utility, S tier against Russia and Scotland since they have the worst tracks, but also D tier against Georgia since they have the best tracks.

    I completely forgot that Preslav had that bonus. Literally cringed at the screen. You’re so correct about it being an actual dogwater suz bonus. The loyalty cards are beyond worthless as well if you are experienced with the game. It’s why we hardly ever pick Victor and garrison our troops, there’s just no need lol. Thanks for the content!

    Unrelated, You just have to try this strategy: Shaka+Anashi+templeZeus. I had 5 impis at tern 63, all corps at turn 75 or so. My craziest dom victory ever (deity, continents, standard size, turn 173 victory)

    We need a policy card that speeds up trade routes (and makes a trading post faster), or more civs that play around with trading posts.

      Trade should have a rework.
      What I would love to see is a it providing a modifier of +5% for every outgoing trade route dedicated to that resource at each city (gold, food, faith, science, culture) and +1.5% for every incoming. But that you are only able to trade with city's that have the corresponding district.
      So for example you set it up so city A with a holy site trades with city B with a campus City A gets a 5% boost to science and city B gets a 1.5% boost to faith. Food would be treated as default.
      Specialists would then add another .5% per Specialist to incoming trade routes (the 1.5 bonus changes to a 2.5 bonus per). You would only be able to get the dispatch bonus once per district but would be able to stack as many incoming bonuses as you want.

    Thank you for this. I think a victory-condition based ranking would be better for information, but that'd be insane and take way too long.
    No real disagreements (Cahokia, Mexico City, & Vatican City aside), even though I rarely play beyond Emperor (hate how far behind you start but don't mind their bonuses to building or combat).
    Question: What would you do to "fix" the D and F tier city states? Especially if you keep the theme. Such Samarkand's TI could add Housing +1 or maybe Tourism equal to extra gold, etc.

      Honestly that's a great question, and I think for some of them like you said housing is a big thing. Trading domes just end up taking up a valuable tile improvement without providing much, so maybe housing or half a housing each would help? Preslav one should just not exist imo, I would just completely rework it because the +2 Loyalty really doesn't do anything if you know how to balance your loyalty with policy cards and golden ages. Lahore would just maybe need some small buffs with Nihangs - they CAN be strong but just little tweaks to make them more viable with the strong melee units would be nicer. The biggest issue is that they don't benefit from attacking walls, e.g. they don't work with Battering Rams, Towers or being suz'd with Akkad. If they did then you wouldn't really have to buff them that much and they'd be fine.

      @@boesthius I had a thought on Preslav. Improved loyalty *pressure* from your Encampments, either to all cities or just to your cities. The idea is to support steady, hostile expansion, especially for civs that build a lot of Encampments: Macedon, Zulu, Japan, etc.

    Mexico City doubles the range of your Industrial Zones and Entertainment districts. I'm not gonna say they're top tier, but they can be really useful late game for boosting amenities or reaching extra cities with your IZs.

    Ayutthaya above Antananarivo seems weird. Ayutthaya basically boosts your culture by ~3% of your production (assuming roughly 1/3 of production goes to buildings - but buildings gained by other means also count), while it's hard for Antananarivo to not boost your total culture by 10% - also note that this value is applied on *total* culture, not base culture. The other boosts are additive (you can see this when you hover over each of the yield totals for your cities; two +15% modifiers will give +30% not +32% = 1.15*1.15).
    Cahokia is really good, they also provide +1 amenity (capped to one per city, then 2 per city at Natural History). Base +3 gold, and it's easy to get +3 food from district adjacency... and they can be built in deserts and tundra which expands usable space pretty well. Definitely a good complement to a Petra city (except for Australia and Nubia).
    I think Muscat should provide an amenity per commercial hub building to make them relevant. Wolin is a little lame because fighting barbarians gives nothing.

    Valletta is amazing, imo. Faith buying walls is ridiculous, because you can also buy flood barriers! I know it relies on faith production, but that aside, I just feel like it should be higher.

    I was playing a game of civ as Elizabeth the First. I'm focusing my attention on commercial hubs and harbors. This means I have a stupid amount of trade routes as well as I picked owls of Minerva. So I'm sending routes to city states and I suzed Kumasi. I was wondering why my culture was so high and then I looked at Kumasi unique suze bonus🤣🤣 actually so busted

    I feel Zanzibar and Cahokia should be higher than Hunza because neither require you to make trade routes and amenities affect all yields instead of just gold. Zanzibar bonus is completely free while Cahokia only requires builder charges

    Mexico below Cardiff makes no sense. Mexico basically gives all the bonuses Cardiff gives AND extra production. And actually comes in earlier than Cardiff.
    Supper easy to power up ur entire empire with only two industrial zones. Maya can do a lot with 6 tiles. With Mexico it's NINE. Even good enough for coastal empires.
    Entertainment bonus translates to A LOT of amenities late game when you get stadiums. Good way to finish up the game by efficiently boosting your empire to extatic.

    nihang are fine. i dont know what you are doing wrong if you think they are bad. only thing i can think of is if you refuse to build a single encampment with the buildings. if thats the case, stop derping. the situation where they really shine is when you are heavy faith gen, especially early. cheap maintenance cost, dont have to spend time or gold to produce, and do not have to spend resources to upgrade as you tech up. they have a unique promotion tree too, and its pretty solid imo. movement, no penalties from being wounded, and faith per kill.

      the biggest issue is that, at least for me with domination, is that they don't count as "Melee" units so they don't work with siege towers, carts, or with Akkad when attacking into cities. So if I'm going dom, I'd rather just get 3-4 swords with a cart and take cities and go from there which is way faster in the long run.

    It's weird - with Mexico city, I really feel like increasing the buff from three tiles to four tiles would make a pretty huge difference. Many times I've been plotting out cities and counf that my city centre was just a little too far away to benefit from IZ or EC bonuses.
    Another bonus - it should impact wonders like Jebel and the Colosseum.

    i dont play much on deity but lahore is usually my fav civ if i am running a religious game. i have one shot cities with them before. but then again i dont play deity much so their is probably a discrepancy. but i do agree with a lot on this list. i think aukland moves to S tier if you are on a water map.

    Gitarja + Auckland combo has been my favorite to play day one, Mali/Nubia + Nazca is also one that enjoy a lot.
    And the Peter + La Venta + Woods for that lovely +7 faith.

    I rank best and worst for each city state type.
    My worst for each city state are Preslav, Samarkand, Vatican City, Mexico City, Vilinus, and Fez. I don't like Vilinus because it takes so long to get any decent benefit out of them.
    Best on each would be: Geneva, Nazca, Auckland, Zanzibar, and Valenta. I rank Nazca and Auckland high because I tend to play large continent or continent+islands maps and there is always significant deserts and coastline for me to make use of. Nazca instantly makes those desert tiles the AI has been avoiding become large producers and Auckland can give a huge production boost to any coast city. Both are essential when trying to establish a foothold on another continent. Vallenta should also be noted to be able to faith buy flood barriers which when you are getting to the point where you need to worry about riding sea levels you want to be able to push out quickly without interfering with other projects.

    Ngazargamu is NUTS for late game domination. You can buy giant death robots for 2400 gold. 1200 with the world congress resolution. Even without a Mansa Musa synergy, the free up city production to maintain your economy while you just buy rocket artillery armies on the front line
    Also, Valletta lets you faith-buy sea walls. For really cheap. So also really good late game

    normaly the percentage as addtively, only if they apply on different layers they are multiplative, like a city culture multiplayer X empire culture multiplayer (the only one i remeber is Kiwa)

    honestly i disagree with the ranking for both Mexico City and Granada
    the extra range from Mexico city is really bigger than you think and can sometimes help you reach a city you forgot about or couldn't settle within the needed 6 tiles
    as for Granada the Earth goddess nerf doesn't really affect as harshly as you put it , sure you can't do that combo with Persia's special building and Earth goddess that well but you can still do it and you can get +1 Faith
    also in Appeal based tourism games you generally would chop rainforests (unless you're playing a certain B tier civ) , avoid floodplains and boost appeal with holy sites/ECs/theater Squares not only for Alcazars but also for National parks/seaside resorts

    Hunza in A is crazy to me. Mogadishu in B as well. Honestly aside from Cahokia and Zanzibar all of the trade CS belong in the trash. I think if you're gonna put Akkad in A you might as well put Kabul and Wolin higher too. But great list, love the respect for Ayutthaya.

      Yeah those are all fair - I think those are good points. I talked a bit about it on stream today and Kabul/Akkad are basically interchangeable when it comes to dom victories so they probably should have been ranked equally. There's a few that can go up or a down a bit but that just comes with preference I think!

      Yeah he definitely underrated Nihang. Potentially 40 CS in ancient era, even just getting two of them is crazy. Of course getting them that early on requires playing something like Khmer or Russia, but even later they are better, every time they upgrade they are the strongest unit of their time AND they upgrade automatically by building one building. And the promotions are pretty strong.

    Nice video--I enjoyed it and largely agree, except in two places.
    Kumasi is A to A+. For culture victory, you want to trade to other civs for +25% (or +75%) tourism.
    Mogadishu is D. If you rely on international trade routes, then you'll take Reform the Coinage anyways. Also, longer unprotected trade routes only show up later, when barbs are mostly gone.

    I believe most city states that let you build a special structure tend to be worthless. Those same spots tend to be good for districts.

    I would have ranked Fez higher, especially if you can suz them early and get a religion. So much free science. If you are like me, you get one of the last religions, at which point the AI has already converted most of your cities. Build a couple of holy sites and crank out some religion units to convert your own cities and all the city states around. That is a lot of science. Definitely not D tier. And what's up with the music drowning out the end of the vid? Ooops!
