It was for people who completed temple of ikov. He was released before while guthix sleeps and the letter was sort of a teaser prior to the release revealing some of the plot. If you get him, consider it a random event ;)

@killler240 you probably have the quest list on filter and you dont have the requirements to do the quest so it doesnt show up
