Not at all. To not be sitting targets in fixed positions, the IDF attacks and withdraws. This forces Hamas to concentrate forces which IDF then move in to surround and destroy. Rafah has been cut in half and IDF is laying siege to it. Essentially all humanitarian aid to Gaza has stopped, so Hamas will be starved and the Rafah crossing to get military supplies in for Hamas has also stopped.
