Great coverage as usual. Seriously, i've always wondered what the percentage is of the fines actually being paid. Some of them probably just toss the ticket, get a fake license, or continue to drive without a current one.
That is unfortunately the reality in some cases. That's why "double license" is a common problem... Rack up dozens of tickets until it's time to renew your license and then apply for a new license with slightly different details 🤷♂️ That's why the LGUs like to confiscate the drivers license, it makes their payment ratio MUCH higher than the MMDA.
I agree. Unfortunately, there's no single system to connect everything to one person. Something like the SS number, or a national ID number. So when that number is retrived, it should show any outstanding liens, fines, tickets, etc.
Would ne nice to see the MMDA take walk around UN Ave where the Police Academy (assuming) it looks like the bikes all belong to the personnel and are parked on the road and sidewalk, I lost count when I walked by.
The difficulty in Manila City is that every time they're about to ticket a vehicle for illegal parking, someone comes out and shows a MOA, long-term permit or a ticket from the parking attendant. Well not literally every time, but a LOT of the time.

Why don't they take their license away from them for 6 months for repeat offenders, then make them redo a test for a motorcycle again. If they get caught again then their license should be removed for 12 months.
However, all that will do is increase the number of people driving without a licence. Already most of the towing featured is due to unlicensed drivers. If the driver is the problem they need to start impounding the drivers instead. Whether temporarily at the police station or longer term in jail.
Confiscation of license is a hot topic right now, because LGUs were told they shouldn't confiscate the license, because of RA 4136. As for the legality of LGUs confiscating licenses, I don’t think it’s as clear cut as some people think. And I guess that's why Manila City said they're going to continue confiscating licenses. LGUs do not get authority from RA 4136 to confiscate the drivers license. They get the authority from their City ordinance. What’s the legality of that? Well I can think of two cases that were already filed against LGU enforcers for confiscating the license. One was in Iloilo and I think the other was in Cebu. Both times, the RTC said the enforcer WAS allowed to confiscate the license, because of the City ordinance. And that it DOESN’T conflict with RA 4136. And in fact Mayor Jerry P. Treñas recently spoke to the media about this case, while commenting on the notice from the DILG (which he said they will obey). Now that’s only two cases and they only went as far as the RTC. Maybe a higher court would have a different opinion. But I guess for now, it’s not as clear cut as it initially seems. Now don't get me wrong, I completely agree that it's a major hassle to have your license confiscated for a minor violation. If only the Cities had a better way to force people to pay their tickets, either in a timely manner or really in any manner. And if we’re going to go strictly by RA 4136, without any consideration for newer laws, ordinances, resolutions etc, that could cause a lot of problems.. Because RA 4136 also says you can't use a private car or motorcycle to transport goods or passengers for payment.. What would that mean for Grab, Lalamove, Angkas, Joyride etc? 🤷♂️ RA 4136 is nearly 60 years old.. it's really out of touch with the world that we live in now. I guess that's why a lot of people have been calling for RA 4136 to be amended.
This team operates 6 days a week, with multiple operations per day. But obviously they can't return to the same street every day because there's a lot of streets that people want the mmda to clear. The idea is that the local units will maintain it after the mmda clear it. But that depends how active and effective the barangay, city and fixed-post enforcers are.

The VIN, engine or chassis number are rarely checked. Usually that would only happen if the driver couldn't show their license, OR/CR or there was something else that led enforcers to believe the vehicle might be stolen.

Neither of the volunteer fire trucks have plates on the front or back. Based on Facebook photos, they do appear to be active in responding to fires. But still, if you're telling the public that you're clearing the roads to reduce congestion, and then you turn a blind eye to such large obstructions, that's going to be a hard pill for the public to swallow. Especially when their cars and motorcycles are being towed away. And once you start throwing exemptions around, it's a slippery slope. Because then you have to exempt all the volunteer or private emergency vehicles which would include fire trucks, ambulances, rescue pickups etc etc And then how about doctors on call? Or volunteer fire fighters that use their own car. Very soon you end up with an unmanageable situation.

Based on Facebook photos, they do appear to be active in responding to fires.
But still, if you're telling the public that you're clearing the roads to reduce congestion, and then you turn a blind eye to such large obstructions, that's going to be a hard pill for the public to swallow.
Especially when their cars and motorcycles are being towed away.
And once you start throwing exemptions around, it's a slippery slope.
Because then you have to exempt all the volunteer or private emergency vehicles which would include fire trucks, ambulances, rescue pickups etc etc
And then how about doctors on call? Or volunteer fire fighters that use their own car.
Very soon you end up with an unmanageable situation.

I think the Mayor reprimanded the operator of those "fire Trucks" They are notorious and do not respect the Local Government. Malapitan should act on this.
