The problem is the law, here in Argentina you can register your number in a government website to avoid spam calls, so the companies has to avoid the numbers from that list if they call you they can get sued.
In India, you can activate "Do Not Disturb". And phone companies can not spam call u. Regulations in India ensure that. We do get fishing calls sometimes (not by telecom companies, of course), but not spam calls.
I am not aware of robocalls being a thing in Europe, neither I nor any of my friends/family never got a robocall, we very rarely get a telemarketing call but that's it.

They can just leave a voicemail. But omg... my life is so much better with this feature. I was receiving about 5-7 calls everyday from robocallers. It was madness.

Seeing that most spam/telemarketer calls are "auto", why not force the caller to press a number when calling to leave a voicemail? This is typically used for businesses, why not residential and cell phones?

Those apps require you to add their numbers which won’t work as they keep calling with different numbers everyday so they all pretty much useless and waste of money. For iPhone is easy just set call to contact only so u don’t receive any randoms calls, the only down side is when u r expecting calls from legit places it wouldn’t ring

i did... but not sure if that call-blocking service in itself was a gateway for even more spam callers.
