We don't know how orochis et worked. But this gives us some insight. Orochi could not summon minato then and he could notice this issue. Its years apart so some plot holes patching is in order, but it is not perfect. Probably four kazekage was there. There were no third coffin in the manga so animators couldnt bring minato or rasa since they were almost not known to them
