look at your references and the process is the same for any part of the hair... is just about how you treat the blocking and polishing (smaller pieces or larger volumes)
in the standard blocking brush I can't draw voluminous like yours, even if I increase the intensity it doesn't work, how can I fix this situation, I hope I can explain it.
I downloaded these brushes from site. But unfortunately can't get same result. I picked up Surface Blocking brush and when I apply it I didn't get a smooth surface on hair like you did. Don't know why. Can't upload ss here to show it.

check the 'roll distance' in the stroke palette and make sure that is at 6.

no, you can just work with vertex colour / polypaint

probably not with this technique... more like different 'noise brushes' at different sizes and intensities to create the gradient

dont understand how to use this for long hair...
exactly in the same way... just focus on setup the first steps and block out with larger volumes to cover the long hair
