2023-11-20 The Hoover Channel - Council Comments

On November 20, 2023 the Hoover City Council took up Resolution 8000-23, which dealt with the incentive package for the Riverwalk facility.
Councilor Dr. Casey Middlebrooks was against the incentive package, primarily because the Certificate of Need (CON) for the Ambulatory Surgical Center (ASC) had not been obtained yet. Should the CON not be approved, the city would still be obligated to the developer for the incentive package.
"It's a level of risk I'm not comfortable with." said Dr. Middlebrooks
during Council comments. The resolution passed by a vote of 5-2, with Dr. Middlebrooks and Mr. Swiney voting Ney.

In 2024 the CON was challenged and the status of the ASC is in question.
