- I was conducting a 1st Amendment Audit at the City Hall In Binghamton, NY. Overall, they definitely failed. Although there were some public servants who treated me with respect…Captain Sutliff poorly represented her police department and city. She was condescending, rude and tried to amuse her perceived authority to intimate a good citizen. Hopefully she learns something from this encounter and can be a better representative for her city.

That captain needs to be fired asap! She is rude, unprofessional, and definitely unpredictable. Her demeanor is absolutely ridiculous. She is going off of feelings and not law. For that reason alone she needs to be fired. For a captain to not know law is and to act like a “Karen” is just absurd. Fire the captain! She only got that promotion because she is a female not because she knows the law!
