Ada was probably meant to travel between Novac and Prim, given she has a whole caravan. Filling the route with so many hostiles might've been an after thought considering she was worked on so early.
Maybe Doctor Rotson (or, Doctor Canton) was originally meant to be alive so he could sell medical supplies or provide healing services to the player, which they would probably need after fighting through ghouls in a heavily irradiated area. As for the lone train tunnel, perhaps we were always meant to assume that its twin tunnel was buried under rubble and boulders.

It surprises me, honestly, to see just how many good ideas were left behind in New Vegas. I'm not one to say that F:NV was a perfect game, but it was a great game, and I still keep going back from time to time. Unlike most, I don't want to see a remaster of Fallout: New Vegas. I love the game as it is, and I fear that a remaster, even in the hands of the right people, would feel different. I'd much rather see the cut content bundled up, fleshed out, and made into an epic mod for New Vegas, letting us experience the game the way the devs wanted to make it. I don't care about fancy "Next Gen" graphics, F:NV looked good enough as it was, and I don't want to deal with paying a ridiculous price for a new GPU just because someone wanted to push the game closer to the uncanny valley. Sure, a remaster would make tons of easy money, but it could also divide the community. Let's face it, F:NV has a strong modding community. We don't need another Skyrim fiasco where half of the great mods get released on the version you don't play. We also don't need an excuse to shovel the Creation Club into New Vegas Remastered, and I could see that being on the table. The reason I primarily stick to Old Skyrim? There are no updates that break my script extenders. I hear it all the time with Fallout 4 and Skyrim SE that every time they crap out another Creation Club pack, they break the script extenders. Also, you have to remember, a remaster would undoubtedly still end up held back by the consoles. All of those "Next Gen" graphics would mean that the performance issues would still remain. Keeping the current graphics, but giving us "Fallout: New Vegas - The Final DLC" with all of the cut content they can manage to rebuild, would be great. Unfortunately, everyone drools over graphics these days, so getting a game that looks okay but is packed with tons of awesome content won't happen, we'll get a game that looks great for a few years until the next GPU-destroying title comes along, but with more content left behind because of crippling performance issues. Plus, let's face it, F:NV was the last Fallout game to get reloading animations correct.
