Doctor, my doubt: when there is insulin resistance and glucose is not able to enter any cell, what happens to all the glucose floating around in the blood? Is it all excreted and wasted?

Professor, there are some literature which say that diabetes is due to insulin resistance, caused by down regulation of insulin receptors, leading to reduction in number of receptors. This down regulation is caused by excessive insulin. This goes against the other notion that diabetes is due to deficiency of insulin. This is confusing. Which is the correct concept?
Insulin resistance is primarily associated with type II DM whereas deficiency of insulin is primarily associated with type I DM. Over time type II DM can devolve into deficiency due to overworking the pancreas.

Diagnosis - Type 2 DM
Treatment - oral drugs & insulin.
