Yes, I agree. I have been using this PC for a few days, and I noticed that it's quiet and not too hot, unlike my RTX 3080Ti/i9-13900K, which consumes more than 500w and is too loud while gaming.
Dell 3080mt PCIe bus is Gen 3.0 and RTX 4060 PCIe 4.0. So, you can insert a PCIe 4.0 GPU into a PCIe 3.0 slot, but you'll be bottlenecked by the bandwidth limitations of Gen 3.
Used PCs are selling so cheaply these days. If we don't want to buy the current high-priced version of hardware, we can buy a used PC and upgrade it to save some money. For example, If we buy a used PC with an Intel Core i5-10400, with 8GB of RAM and 256 SSD, it may be cheaper than an Intel Core i5-14400 alone. If you would like to upgrade a Lenovo PC, there is a 24-pin to 10-pin cable adapter that allows you to use a normal power supply. However, this cable does not function well 100% because it will activate the power supply to power on every time we plug into the wall. The PC will shut down completely, but the PSU will still turn on.
I bought the PWM fan splitter cable a local computer store for $2 each. The Dell Optiplex 3080 SFF motherboard also uses the standard 4pin PWM fan header so the PWM fan splitter cable should work fine. Here you may check out the cable splitter on Amazon: amzn.to/3RhwqXj

My Levono Pre-built Mobo has a 10 pin and 8 pin connectors which prevents me from upgrade to normal PSU without starting from scratch.
