I think the problem is that their lack of range means you're forced to dive all the time rather than be able to park outside zerg's hydras and static defense.
Should be able to tell if the shields regen when you attack a Protoss building if you pause the screen and see the numbers in both scenarios and see if the shield/life numbers maintain the same gap or not

its less about what units are good against what, and more about what unit is good right now that can scale.
