I always thought it would be kinda fun to have a side story about a perfectly normal average law abiding citizen in Gotham who just walks around wearing a scary mask. He's not a villain, but wearing the mask makes other criminals think he's a villain so they leave him alone.
Like he's an introvert so he enjoys being left alone not having to deal with small talk, and if he does need to talk to someone he can just take it off. How one day he walks into a convenient store forgetting to take off the mask and has to calm the cashier down and explain everything. How he may accidentally start a trend of wearing scary masks and how that trend becomes another part of Gotham's criminal ecosystem, and how he feels about affecting the city in such a way.

Except that doesn't help by itself. In most continuities gotham needs a mayor that's tough on crime, incorruptible and able to defend themselves against batmans rogues. That is literally only bruce, honestly bruce would make more progress doing that while also working behind the scenes with someone he could trust to be batman like Dick. Seriously bruce could tackle gothams corruption so much more effectively than I've seen him at least in adaptations.

The subject becomes a systemic issue when laws become easier to break than follow. Despite all the resources available to him, Batman never addresses the root problems resulting in all the equalities happening around him. He only tries to resolve issues on a superficial level (arresting criminals > criminals break free > arrest them again > they break free again). He's arguably the most incompetent superhero in DCU once you factor in the amount of coverage he gets in movies, shows, cartoons, etc. Gotham is still plagued with tons of crimes

Why do people live in Chicago? Why LA? Also, Batman has like a hundred charities and programs that do help Gotham, but the crime is still horrible due to the super criminals.
Gotham was primarily modeled after New York during the 20s. A place of lavishness, extreme wealth, organized crime powerhouses, poverty, jazz, art, and above all, abundance. Gotham is not just a crime ridden shithole, but a place with so many facets of life that anyone and everyone could see some sort of diamond in the rough.

Basically people can't afford to go anywhere else. They struggle just for what they have to survive. An overlooked thing that isn't shown much nowadays like in my favorite period of bat books the 70s and 80s. People are so poor that they resort to crime just to provide for their family and themselves. A fact that bats acknowledges that not all criminals are bad people, just desperate and doing everything they can to survive in this city. Many stories around this period show Batman on a case and helps someone who resorts to crime to provide for their family, or just delt a bad hand. Bruce helps them by giving them a job at Wayne enterprise.

Yeah, Metropolis is quite nice.... as long as you work for Luthorcorp, Star Labs, or one of the dozens of other major mega corporations that call Metropolis home. But everyone else is stuck doing the nine to five grind for peanuts. It's not as bad as in Gotham, but ordinary folks living in Metropolis are only marginally better off than your average Gothamite. But even working for the mega corps only affords you a better life if you're really smart, or you have the right connections.
The only thing Metropolis has going for it over Gotham City is it's clean, high tech facade. Metropolis isn't really any better when it comes to corruption and vice at the upper levels of society, as Lex Luthor handily demonstrates.

In DC at least in their cities you only have to worry about 1 hero's rogues gallery (Batman villains in Gotham, Superman Villains Metropolis, Flash's in Central City etc). I would argue that even if some citizens in Gotham have an options to leave and live within a safer city, there’s an adrenaline rush these people get from all the excitement of anarchy. Lawlessness means you make up your own rules and that can be empowering. Also, if Gotham became more hospitable and less hostile, many who would benefit from this wouldn’t understand how to enjoy life that has so many rules/regulations. If you’re numb to a fast lifestyle, a normal life isn’t very appropriate much less appealing for your dopamine receptors. Its like asking why this woman returns to a known womanizer/abusive spouse. Some traumatic part of her past is infatuated with how dangerous, unstable and unhealthy the relationship is, this man provides spontaneity.

It’s interesting that Gotham City, with its massive population of 10 million, is even larger than New York City, making it the second largest city in DC's version of the USA. This fictional metropolis surpasses real-world New York not just in size but also in its outlandishly high crime rate and dark, gritty environment. New York today, though often cited for its high crime in the past and its reputation as a wealthy city with its fair share of challenges, doesn’t come close to the chaos and violence that seems to define Gotham. Gotham’s scale of crime and corruption surpasses even cities with high crime rates like Baltimore. Yet, somehow, it still boasts a thriving financial center and sustains a large population despite the dangers and threats surrounding daily life.
One of the strangest aspects of Gotham's fictional existence is how its economy and society seem to thrive in such extreme circumstances. Investors would logically be fleeing to safer places like Metropolis instead of pouring resources into a city plagued by relentless crime. Gotham isn’t just dealing with common street crime-it’s overrun by a variety of supervillains. There’s a psychopath clown causing mass chaos, a nature-loving villain with dangerous powers, crime organizations run by a steroid-enhanced mastermind, and a sinister, umbrella-wielding mob boss. Not to mention the constant influx of petty criminals adding to the city's turmoil. Even in real-life cities with serious issues, like the Bay Area with its homelessness and theft problems, there’s still some semblance of stability. Gotham, by contrast, seems almost unsustainable with this level of dysfunction.
The presence of the Justice League only adds to the surreal nature of Gotham. Despite their capabilities, they typically steer clear of Gotham’s issues, simply because Batman insists, "Don’t interfere with my city." This leaves one person-Batman-to deal with the city’s overwhelming number of villains, alongside a frequently corrupt police force. What’s even more unusual is Batman’s recruitment of young sidekicks, often teenage boys, to join him in this mission, outfitting them in spandex and training them to face Gotham’s terrifying criminals. The entire setup of Gotham, with all these elements combined, raises questions about how such a city could logically sustain itself.
