I will say, the Thiollier set has been super useful for farming armor sets on characters that don't have a high arcane by default. Slap on the outer god talisman, Marika's soreseal, silver scarab charm, stuff like that. Though the silver tear head might be better for discovery by itself, but both armor pieces give you arcane so it's at least worth equipping the chest piece.

There's another HUGE benefit to those items with a Flask debuff. More candy for Faith characters who ride their healing spells. I'd use it to stack extra levels in Mind. I don't think the Flask debuff affects Heal spells. Plus, a cool cosplay.
Arcane boosting gear is always great for any build, it makes farming for drops a little easier because with everything equipped you get boosted to at minimum 32 Arcane (including Godrick's Great Rune a great farming tool late-game), and when farming for some of the stupidly rare drops boosting your item discovery as much as possible will make things easier. Throwing on the: 1. Silver Tear Mask 2. Thiollier's Garb 3. Marika's Soreseal 4. Outer God Heirloom 5. Godrick's Great Rune This grants you +25 Arcane, or +25 Item Discovery BEFORE you factor in the Silver Scarab Talisman or a Silver Pickled Foul Foot.
