I'd probably put Omega above Rassilon, because Rassilon, while also very very intelligent, was only shown to be smarter because he was seen more. Omega invented time travel and the hand of Omega is unrivaled in power by anything else.

They forgot Vislor Turlough, the Fifth Doctor’s companion. In the novels he built a time machine on his own. And even during the TV series the Doctor considered him one of the smartest people he ever met. The Black Guardian even recruited him to help take the Doctor out because he thought Turlough was one of the few who could out smart the Doctor.

I would say the Guardians are the most intelligent - since they are effectively gods. And also the "beast" from the Impossible Planet episode. It is essentially the devil incarnate, and existed before time. IMO, it should rank fairly high on the list.

If he'd remained hidden until he reached a planet with millions of people he would've been free to cause mayhem rather than spend the rest of eternity falling into a black hole.

If these are meant to be in order, I would disagree that Davros is smarter than Romana, she is somewhere in with the Doctor, Master, and Rani. I would also put Omega above Rassilon, if you read the black scrolls from the dark time, you see that Rassilon was just the leader of Gallifrey, he used Omega's genius to his own ends and betrayed him in the end. That makes him more devious, not smarter.
The Doctor bested both Rassilon and Omega, so I'd have to put them around the Master, intelligence-wise. And the Black and White Guardians wear birds on their heads so they're clearly pretty stupid.

The Five Doctors was a very nice story and cast of characters. Maybe the remade version would actually have the 4th Doctor as one of the characters, not just suspended. Both him and the second Romana. Of course, with the lockdown and cautiousness, the movies would probably be presented on D+, Hulu, Netflix, or one of the others. It would have to be a rent or purchase item, at first. I would purchase it.

I'd lover to see Master plan, evil and Marco Polo done properly in ANY form, these are three of the big ones, so they'd need to be miniseries, along with war games! (masterplan, being TWELVE parts, 13 if you count mission to the unknown as its prolog. war games is 10 parts Marco Polo and Evil are 7

nope, modern era keeps forgetting classic. When the doctor said he was 900 it was from his reset of the war doctor. Add the 1000+ years of the classic doctors( 450, 2nd, 750ish, 4th, 900 , 6th , 956 - at the beginning of his run- 1008/1010 at regeneration 7th) and roughly 600-800 years for 8th, the doctor is actually about 2600 years old, and that's EARTH years! And that's BEFORE Trenzalore!
