Already tested on PTS that my 4 star PA still works so unless they do not scrub such injected items before release I shall look forward to having 5 star PA.
Correction: Bethesda gets blow back from nerfing West Tek, nerfs nuka cola grenades instead. To avoid blow back slightly adjusts nuka quantum grenades.
Bethesda needs to spend time figuring out why players are crashing and freezing, figure out how to reward players that crash during an event and stop nerfing things that work ...
Just a side note, Turtle: Yes! The Conductor's legendary effect (critical hits refills your AP and health) is VERY OP! It does as the effects says, so I somewhat doubt that they'll have this version of the legendary effect in place. Overall, as a sneak peak into the 4 star kegendary system, the effects they thought if are generally good. So good that a lot of them I have a hard time choosing between. I think this next update will provide more diverse playstyles. Rather than being an all around bloodied or full health build, it'll provide more specific and diverse builds, such as supports that boost health or supports that make you tanky, bloodied builds that specialize in melee attacks, or bloodied that like to get up close and personal. @@Kevin-ir2wd It makes you quite literally immortal. Even the worst of effects and guns can be turned OP. Like I said, they'll probably most likely nerf the effect. Maybe not.
Imagine the context. High level raid, mutated effects. High scaling. This may be for a rad immune ghoul class that tanks constant rad/ballistic/energy damage and heals with crits. Yeah it’s OP if you’re just running around Appalachia, but so is everything. Perhaps High level content will make the effect seem fair in retrospect.
don't waste too much time evaluating the changes as they will most likely change before being put live, especially if you find an op one, they watch your chanel.
Pepper Shaker is the only viable Shotgun and it’s still one of the best weapons only because you can use both Gunner Perk Cards and Shotgunner to increase its damage output.
@Exile5252 it's really bad lol does 0 damage in pvp like all other weapons apart from the auto axe or cryolator. If it don't hurt in pvp then it's trash, players are more tanky than any enemies out there in the wasteland and everyone should make their build around that and they will all become very powerful.
The 2 second cooldown on serendipity seems very rough for low health, non power armor, non stealth... 2 seconds with server lag is eternity when in a big fight.
Finally they are rewarding players for NOT using VATS system. Now they just need to rework critical hit system (crit outside VATS) and nonVATS build will be good!
Absolutely no way conductor’s isn’t getting nerfed way into the ground before release. You don’t even have to see it in use to realise it’s going to make vats commando builds incredibly, absurdly broken haha I imagine it’ll just be a small ish percentage of your hp/ap bars when it goes live on the main servers, or maybe it’ll only be equippable on melee weapons or something like that
Either that or reduce the cost of crafting them. 60 modules for a single mod is rather silly. I don't really understand why they couldn't all just be 15. To craft your own item with a really good condition bar, make it a 3 star, then add the mods you want, costs a total of 120 modules currently. Not so bad when the item is a weapon. However a full set of armour will set you back 600 modules.
@@PoopFactor4 It's kinda backwards that the most impactful mods cost 15 and the generally least impactful cost 60. It also promotes finding a weapon that has the 3rd star you want because it's cheaper to replace both the 1st and 2nd star than just the 3rd star.
Wow, the perk changes are pretty massive. Reducing many to rank 1 will give us room to use more of them or use more legendaries instead of extra special points. Sounds like way more variety.
I already updated my build on Nukes&Dragons by reducing the mentioned perks to their new cost and moved things around. Endurance is a bit crowded now with thru hikers being there, but luck gets the boot off its throat with plenty of room to take a full VATs crit set up.
Very interesting- if the fourth star is going to become common loot drops and can be unlocked by scrapping then normal effects like unyielding are going to be even harder to get. I need to unlock the good stuff asap! Also think it’s time Bethesda added an extra legendary perk slot so we can have full S.P.E.C.I.A.L boost - maybe at level 750 or 1000 to reward the grind
yeah i have been thinking it would be awesome if they added another legendary perk slot for like higher level players...like maybe once you reach lvl 2000.
So, they make the quantum grenade slightly less awful, and nerf the nuka grenade down to be proportionally awful with it? Wha?😕 Why does Bethesda insist on fleeing logic over and over?
With these perk changes effects now being affected by how high your specials are would seem to SUPPER charge bloodied builds even more! For pure min/max players I don’t think you would really have any other choice.
Tectonic changes. Perks, weapons stats, buffs, nerfs... Bloodied + unyielding will be even stronger. Heavy weapons will be more suitable for vats builds. Endurance seems a little bit overfilled with perks. Some 4 star effects look extremely powerful.
The Assault rifle could use a faster rate of fire to make it more unique instead of just a weaker Handmade. Assault rifle should have: Semi-auto RoF: 40 -> 69 Full-auto RoF: 75 -> 100 Hair Trigger RoF: 60 -> 90
One huge issue that just occurred to me though, power armor is probably gonna become obsolete if they don't add unyielding to its effects, especially if lone wanderer is as strong as it should be
Nice. I like these VATS reduced AP costs for the heavy weapons. Still, not sure if many of you noticed, but i'm really mad about the changin they made about the Broadsider. Now even with the multi shot canister, you have to manualy reload each cannonball... Which makes that weapon no good and funny anymore 😢
It would finally make strangler as powerful as it should be the poison aura and poison dots is so under powering against anything so having that bonus would really make the set more unique and set it apart from the others hopefully they keep that in there and don’t change it😂
use that and a Machete with the sacrificial blade mod and the legendary perk that has a chance to make vats melee do area damage and you could just load everyone up on poison damage lol
Love ya turtle. But honestly. Its hard to get excited when they keep breaking the game more and more. Its so buggy crashes are a normal event. Mountain pitstop still doesnt sell anything. Bluescreen galore and so many more. Over 40 crashes since latest update.
On Linux with Steam I think I've had just one crash in a year. Not saying there aren't bugs but regular crashing is definitely not a thing in my experience and I play about 30 to 60 minutes a day.
Same, I crash every 30 minutes or so on average. I've played for a couple years on 3 different consoles, PS4, PS4Pro, PS5. I can get a guaranteed crash if I spawn at Charelston train station and run toward the vendor and at white spring exterior. Bethesda says it's a PS issue and PS says it's a Bethesda issue.
I just want to see them fix the damn build menu system to make items easier to find and less of a headache. I love building but the build menu is somewhat frustrating, irritating, and traumatizing. I may even come back to the game and start up my FO first membership.
Encircler sounds like fun in events. Pin-Pointer for daily/weekly, "Cripple 5 arms/legs." Polished for EDC. Reflective will be nerfed if it is reflecting 10% of the damage 100% of the time per piece of armor. Does it stack with Ricochet? Does it cut into the absorption legendary perk? Which out of the 3 hit 1st, 2nd, and 3rd. Scanner with adrenaline and reaper, never leave VATS until everything is dropped. Slayer...didn't they just buff all the raid bosses? Stabilizer on railway rifles as far as the eye can see... Four-Leaf Clover is back on the menu. *sad ultracite gatling laser noises* but might start carrying a .50 cal now.
as my main is PA heavy gunner im now jumping on PTS to see if this AP change has improved my build overall...yes i use VATS in PA with a heavy gun, dont believe everything youre told on Fbook its works well and now hopefully even better
Hellcat PA could be very powerful with a full set of OE/AP/SENT/TANK since it already has reduced ballistic dmg resistense, if you add electric absorption and blocker and you could achieve literal god mode
I wonder how they are going to rebalanced. I use a lot of those perks for my power armor heavy gunner. Power armor users will be next to invincible with all the damage reduction. Im sure the super nerfs won't be far behind.😂
Messes up how? Unless you were using more than 11 perk points in END on cards, it’s literally an improvement. You just move 1 point from LCK and 3 points from AGI to END.

Agreed. I’m not even a very high level, only 278 and I fear nothing. I can’t even remember the last time I died. Maybe against Earl a few weeks ago. Between auto stim, life saver, and the mod that converts energy damage, while using vampire Gatling plasma I tank everything pretty much effortlessly. Kinda wild it looks like the game will be getting even easier.
They are being greasy, putting out the ability to learn star mods so we spend all of our script and mods before the 4 star release. This game will never be anything more than made to keep people actively seeking better weapons and armor and now giving away rare outfits 🎉 BORING. I already legit farmed everything rare, duped legacy, magazines, treasure maps, exp glitch, farmed 🎁 with nuke glitches, took pics of all kinds of hilarious stuff, killed every boss solo some in under 6 seconds props to you for some of that dps Angry Turtle, solo daily AT again ty, held two of the best pews ever in game, destroyed others with the railway pew as they used god modes and legacy pews, made a build that could take two legacy weapons hitting at the same time and survive without leaving the ground or using power armor. I miss being able to activate pvp and have a good fight sometimes with multiple people, loved winning against groups. I'm not seeing anything worth doing at this point 😕 I would like to see us being able to play the pool table with others, bowling, darts, anything actually interactive.

The game is already toddler level as far as difficulty goes, don't really understand why they keep adding features that make players even more powerful.
exactly... once you reach like level 300 or so nothing really is challenging... i don't get all the focus people and bethesda have one weapon stats and perks ect when they actually made enemies actually easier to kill with the update and bosses are still not all that challenging unless done solo.
15:30 One thing to consider for why they are nerfing the DoT for energy weapons is the new legendary effect, which gives a 50% damage buff against burning targets. Maybe in the PTS, they are over performing because of how easy it is to trigger?
I tested Junk Shield yesterday on PTS and it counts legendary modules. Slightly better are the vault supply crates as they only have a weight of 0.1, also don't drop on death and they don't get autoscrapped if you craft something, so I might keep them from now on. Lifegiver is huge as it gives 180 HP at 30 END. Lone Wanderer is nerfed as the damage reduction was turned into damage resistance.
15:28 This is a nerf since thanks to exploding being able to be added to Laser Weapons, using this plus the spreader allowed you to nearly insta kill players in PVP their was pretty much nothing you can do when fighting against someone with this. Tho PVP is like 20% of the playerbase so for natural use this is a weird one.
I have tested gama wave emitter in plasma and laser weapons and if it has explosive, with Demolition Expert in max, it's too much. Kills you more than enemies.
8:25 maybe my gauss pistol will be able to target something beyond spitting distance. Except it’ll probably still inexplicably miss 95% + crit shots when it decides to fly 90° off bore right over the enemy’s head.
there's two builds I love to run, NA Sniper builds which seem to be buffed. Also, love seeing my Dragon being buffed. DoT builds are my other favorite way to play, some 4 star effects that go with it, but seems they may have nerfed DoT overall? My ideal build would be an NA Dragon build, that lights things on fire. If its not a one shot kill, the DoT takes care of (most of) the rest while I reload. With that Miasma perk, it might even be viable for small AoE DoT. Probably just getting my hopes up. Probably will still be awful to run over just about anything else.
Just want to point out that Turtles stats showed serendipity had 22% proccing at 24 luck. Currently, rank 3 serendipity has 45% proccing, and rank 1 has a 15%. They didn't really reduce the ranks, so much as they removed 2 of them, added a cooldown, and increased the luck requirement for serendipity to be only half as effective. As it is, we die ALL the time. Bloodied is not for free. It needs all perfect gear, all dmg negation perks (no QoL perks), low health, and All for like ~80 extra DMG, and some carry weight. Most bloodied commandos don't even use bloodied, they use anti-armor or quad, because bloodied isn't even about the DMG. It's about masochism. And carry weight. Zero reason to target and nerf bloodied survivability. Now we'll have to chase even more perfect Uny gear with a full stack of 4 star DMG neg. effects, and +3 luck effects. A full health heavy gunner out-damages a bloodied handmade commando, so I don't understand why people still complain about us. Stealth already doesn't even work in events, which is kind of important for survivability at low health. We're continually targeted and scape-goated by devs and ignorant noobs while full health PA heavy gunners blow everything up with full immortality, zero sacrifice, and zero perk or gear optimization. Other builds are soooooooo easy. I'd tell people to try it before making assumptions, but it'll take them weeks to even get all the gear they need.
i know the new mod system is meant to be a grind but there should be a higher drop chance. I’m super unlucky, i’ve seen people get 2 mods from 15 weapons and i’ll get 0 from 30. If old god rolls didn’t already exist it would be impossible
Just got two player titles from doing Mutated Free Range: Cattle Rustler and Mutated. Neat little change, oh and we were attacked by cattle rustlers along the way as well as the standard enemies, so looks like they may be tweaking some of the events.
4* Runner's would be good as a different set of armor with 3* -90% Weight. I could see it used for new players or for exploring area's that you haven't gotten yet
Remember those words when you realize your sub optimal bloodied build gets you nowhere in raids and you find yourself making a full health ghoul build to even participate 😅
so stoked about all the Gatling Plasma upgrades and changes.... thats been my weapon of choice for years...... i have tried out all the other weapons but always go back to the Gatling.... nothing obliverates with such precison as a good gatling with the right mods and perks. also the text to voice is such a needed feature for those who don't have a mic.
It says slight buff to damage radius of nuka grenades. I think west tek runs will still be quick, even if another grenade needs to be thrown to compensate.
Yeah, I planned ahead. I have five of each serum that I use in my Stash. Although, with my current build I don't even use Rad-X or RadAway. No need when What Rads removes the radiation and Healing Factor heals the gap. But yeah, I have the Serums. lol
What I forse is buffs to melee and power armor driving more players to do melee in power armor builds. When another object or character bocks a line of sight, then VATS lock on is lost. Couple that with the larger hit box of power armor that can block line of sight, and you have a perfect storm that makes ranged VATS pretty much worthless in every event with ordinary sized enemies as there will be no way to maintain a VATS lock on long enough to take the shot. I suspect they noticed lower crit meter charging as a result of this which is why they are also trying to mitigate the effect by allowing VATS hits that actually happen to maintain lock on, but miss anyway, to end up charging your crit meter. I doubt this mitigation is any consolation to stealth VATS builds which will be so frustrating with lost lock ons that those players will have to switch to non-VATS play for events that don't have giant enemies or higher ranged vantage points, or just stop going to any of those events. I also wonder if VATS play somehow is harder on the server and if a consequence of an average reduction of players using VATS is actually the ultimate goal.

I was hoping they would be Fixing Legendary Perk Cards like Legendary Charisma so sharing perk cards works properly, after I have sent in 3 complaints about it to Bethesda... over 1 year ago, still nothing... they are not getting $1 from me until they fix the issues they already have!
So relieved to see I'll no longer require stacking a crazy amount of my special points into Luck just for perks. I use a VATS crits build anyway, so it's fine, but I want to actually USE some Luck perks instead of most of the points going into Mutations stuff.
With those heavy AP lower cost i feel like to balance that they need to make players wear power armor to us heavy weapons. Cause heavy unyielding builds with that low of AP cost is going to make those weapons the best by a huge gap.
Soooo they nerfed live and love 3…..great. Actually, they made useless. Why would anybody want to waste a 1 magazine effect just so they can gain more HP back when eating food instead of using a stimpak?
4th star. Wait! I am ready for that one. Also, so glad they’re cutting down the excess explosion on grenade. Now that I’ve got an explosive gauss mini gun it’s really tough. You said it would be and you were right. Here’s one that I don’t see anyone ever bring up is it just me or wouldn’t it be great to know what work load out running on the screen. How many times have I left my camp still in my crafting buildand getting into a fight and realize I’m doing almost no damage lol. I just forgot to switch my bills. If I could know just a little square if I’m running 12 or three or however, they want to do it. I would love that. Or maybe I’m just the idiot that keeps forgetting to switch before I leave camp.
4 star legendary idea: Repeaters (available on Rifles) Weapon fires a two round burst. increasing weapon damage by 5% and reducing recoil by 5% and increasing CND loss by 15%. (Two shot legendary effect will make it a three round burst.) while this legendary is equipped, Weapons with an Automatic receiver will have a 0.5 second delay before firing the next burst of rounds, while a single shot receiver is equipped, burst delay is 0.75 seconds.
So here's the question: do they fix the Hunting Rifle Prime Receiver to be additive? If they do, that basically isn't a buff to the Hunting Rifle since the Prime Receiver essentially makes the base damage 98. It just means all the other receivers are getting a large buff to be in line with what the Prime does now.
What does “Durability now grants +50 durability to the item” under Legendary Mods mean? Is it just a description change like 2 shot or is the whole effect reworked and if so how significantly different is it?
The existing effect presumably just makes things last twice as long (reduces decay by 50%) no matter what it is. The new effect will presumably do more for stuff that already naturally breaks really fast (stuff that has a low natural durability value), like a missile launcher. Whereas for things that already broke very slowly (stuff that has a high natural durability value), it will now have less of an overall effect.
I was thinking all of these perks look like they are built for raid content and then once the slayers box mod came up, confirmed! Very excited! Edit: i think ‘stacking’ could mean we will see 5 person squads for content in the future, rather than the five pieces of armour with same effects equipped
From what I gathered from the notes, they completely ignored buffing regular melee weapons. This is effectively a nerf because they've been left behind while everything else got stronger. Also, all these perks scaling with SPECIALs gives a totally unnecessary buff to unyielding. It's already the META, it's the last thing that needs to be buffed.
Yeah I’m quoting if they do this. I sought out 5 pieces of frozen mods only to find out they don’t even work I have such a low chance to do anything they don’t stack so it’s 1/20 2/400 3/8000 4/160,000 5 in 3,200,000 chance to do 60 cryo damage with all 5 pieces and I’ve let the dev team know this is a dud and needs fixed
They actually nerfed bloodieds. It looks like the new 1 star serendipity at 24 luck (22% evasion) is half as effective as current 3 star serendipity (45% evasion). And it will have a cooldown. It's actually really deceptive how they framed these as buffs. Don't know why We're being nerfed. We're dying all the time, and bloodied commandos are easily out-damaged by full health heavy gunners. I guess we need to die more, while other builds get everything for free with zero sacrifices, gear optimization, or DMG negation perks. But we get scapegoated for everything, even though bloodied gives us like ~80 extra damage for a typical gun.

About 3 days ago i got a bio comm mesh chest item,… I ignored it but last night I went to put it in my stash and noticed it’s a 4 star chest item? 50% chem duration and +5 wep aim,…. Is this a mistake?
since i care most about shotgun changes, i decided to test my shotguns on level 100 supermutants and got the following results: cold shoulder: 3 shots (no change) gauss: 4-5 shots if not charging; ***if charging then it's TWO SHOTS!*** (big change) combat: 3 shots (this is a noticeable change)

but now seriously: -Adding 5 Mutation Events: This will reduce the chance to find one of the 'superior' events (Moonshine, Eviction Notice) drastically. -4 Star (I have not tested yet) - will most likely reduce the probability of receiving one of the first three Stars. After reading the Release Notes: not sure any of these 'long awaited' new Features will make this game any better.
I like what I see. The game is getting harder and they’re balancing it around specialized team play. I hoping the Ghouls will be a full health class that interacts with rads differently, buffing damage in same way bloodied does. A parallel meta that deals comparable damage at full health, having synergy with a healer-focused VATS build and will be a requirement for higher level play. Bloodied will become a glass canon, and high level raids will be very difficult without these complimentary healer builds. This avoids nerfing bloodied; it just makes low health a lot more squishy and end game. I’m sure that’s the goal of this rebalance.
Nah game needs nerf to stealth and survivability, and action points gain above 20 agility, we already have aimassist, VATS is basically making game play for you.
If they are going to do that to bloodied builds. (I'm not saying they shouldn't but it definitely wouldn't be my preference.) They need to remove the taking away of rads on death. If bloodied builds are going to be dying more, they shouldn't have to reirradiate themselves after each death.

Have you seen bloodied Power Armor builds? You can get recieved damage down to 0.X easily while still having 80+ hp so anything but glass cannon. One solar armor mate or rejuvenators will make you immortal
16:10 The regular 10mm SMG doesn't get Reflex Sights and its' ap reduction or suppressors. The Ace is still special. 20:05 Couldn't imagine having this sort of backwards mind-set. This guy is so negative sometimes.
I think that random Laser Gun burn nerf has to do with the Pyro modded, Explosive, FFR builds eliminating players instantly. At least when you get tagged with self-damage by accident, im not sure about PvP, but even with buffs or damage reduction you can easily down yourself with about 2 to 3 shots in less than half a second due to the firerate and mods applied to the gun. Im talking INSTANTANEOUS health reduction and damage since burn constantly stacks, so it puts your health down faster than rads at times And yeah idk about the AP buff for heavy weapons. With Launchers deffinitely yes, but for energy and ballistic it just seems like its not necessary
The DOT and fire damage nerfs were my immediate complaint. I built an ultracite laser rifle because they nerfed the gauss shotty (which was my main build). 1 week after I built my laser rifle they announced a nerf. To say annoying is an understatement. They are in a good spot, hit hard but not remotely OP. Makes no sense to me..
Making perks scale with SPECIALs means Bloodied builds will still be OP. Unless there's a cap to the scaling and getting a full +15 isn't gonna give you any fuether scaling bonuses

The problem with that sentiment is the game's idea of difficulty is bosses that deal incredible damage while taking 500k bullets to kill. We need more enemy encounters, we need more unique movesets, we need jumping out of the way to actually dodge attacks, we need more of an actual game rather than FtP event rushes.

@OrangeStarHighSchool currently the only really viable build is bloodied because they nerf literally everything, so for it to be usable you need a 85% dmg increase. You have described the issue we already have. Stop nerfing everything and just let things be fun.

I think they need to increase the drop rate of legendary mod boxes from scrapping. learning to craft is okay, but it would be nice to actually get them at a constant rate also did they ever fix the bug with the flamer long barrel?

Already tested on PTS that my 4 star PA still works so unless they do not scrub such injected items before release I shall look forward to having 5 star PA.

Correction: Bethesda gets blow back from nerfing West Tek, nerfs nuka cola grenades instead. To avoid blow back slightly adjusts nuka quantum grenades.

Yes! The Conductor's legendary effect (critical hits refills your AP and health) is VERY OP! It does as the effects says, so I somewhat doubt that they'll have this version of the legendary effect in place.
Overall, as a sneak peak into the 4 star kegendary system, the effects they thought if are generally good. So good that a lot of them I have a hard time choosing between.
I think this next update will provide more diverse playstyles. Rather than being an all around bloodied or full health build, it'll provide more specific and diverse builds, such as supports that boost health or supports that make you tanky, bloodied builds that specialize in melee attacks, or bloodied that like to get up close and personal.

Yeah, sounds like it. Seems like it makes all weapons have a Vampire’s effect so reduces (maybe eliminate) the need to carry a Vampire’s weapon.

Pepper Shaker is the only viable Shotgun and it’s still one of the best weapons only because you can use both Gunner Perk Cards and Shotgunner to increase its damage output.
It needs a unique purpose, like cripple or crit healing.

@Exile5252 it's really bad lol does 0 damage in pvp like all other weapons apart from the auto axe or cryolator. If it don't hurt in pvp then it's trash, players are more tanky than any enemies out there in the wasteland and everyone should make their build around that and they will all become very powerful.

The 2 second cooldown on serendipity seems very rough for low health, non power armor, non stealth... 2 seconds with server lag is eternity when in a big fight.
What would be awesome is a wardrobe (all outfits/costumes weigh 0) and a full preview of outfit/costume

To craft your own item with a really good condition bar, make it a 3 star, then add the mods you want, costs a total of 120 modules currently. Not so bad when the item is a weapon. However a full set of armour will set you back 600 modules.
@@PoopFactor4 It's kinda backwards that the most impactful mods cost 15 and the generally least impactful cost 60. It also promotes finding a weapon that has the 3rd star you want because it's cheaper to replace both the 1st and 2nd star than just the 3rd star.

Wow, the perk changes are pretty massive. Reducing many to rank 1 will give us room to use more of them or use more legendaries instead of extra special points. Sounds like way more variety.
I already updated my build on Nukes&Dragons by reducing the mentioned perks to their new cost and moved things around. Endurance is a bit crowded now with thru hikers being there, but luck gets the boot off its throat with plenty of room to take a full VATs crit set up.
Very interesting- if the fourth star is going to become common loot drops and can be unlocked by scrapping then normal effects like unyielding are going to be even harder to get. I need to unlock the good stuff asap! Also think it’s time Bethesda added an extra legendary perk slot so we can have full S.P.E.C.I.A.L boost - maybe at level 750 or 1000 to reward the grind

With these perk changes effects now being affected by how high your specials are would seem to SUPPER charge bloodied builds even more! For pure min/max players I don’t think you would really have any other choice.

I absolutely love this thing they're doing with making perks scale with attributes, I don't even use unyielding and it's awesome.
One huge issue that just occurred to me though, power armor is probably gonna become obsolete if they don't add unyielding to its effects, especially if lone wanderer is as strong as it should be
Nice. I like these VATS reduced AP costs for the heavy weapons. Still, not sure if many of you noticed, but i'm really mad about the changin they made about the Broadsider. Now even with the multi shot canister, you have to manualy reload each cannonball... Which makes that weapon no good and funny anymore 😢
That last 4 star perk about poison would be crazy with strangler heart
It would finally make strangler as powerful as it should be the poison aura and poison dots is so under powering against anything so having that bonus would really make the set more unique and set it apart from the others hopefully they keep that in there and don’t change it😂
use that and a Machete with the sacrificial blade mod and the legendary perk that has a chance to make vats melee do area damage and you could just load everyone up on poison damage lol
Love ya turtle. But honestly. Its hard to get excited when they keep breaking the game more and more. Its so buggy crashes are a normal event. Mountain pitstop still doesnt sell anything. Bluescreen galore and so many more. Over 40 crashes since latest update.
Feel ya pain ... the worst is crashing out right at the end of an event and getting no rewards for burning through tons of ammo 😔
On Linux with Steam I think I've had just one crash in a year. Not saying there aren't bugs but regular crashing is definitely not a thing in my experience and I play about 30 to 60 minutes a day.

Same, I crash every 30 minutes or so on average. I've played for a couple years on 3 different consoles, PS4, PS4Pro, PS5. I can get a guaranteed crash if I spawn at Charelston train station and run toward the vendor and at white spring exterior. Bethesda says it's a PS issue and PS says it's a Bethesda issue.

Hellcat PA could be very powerful with a full set of OE/AP/SENT/TANK since it already has reduced ballistic dmg resistense, if you add electric absorption and blocker and you could achieve literal god mode

Messes up how? Unless you were using more than 11 perk points in END on cards, it’s literally an improvement. You just move 1 point from LCK and 3 points from AGI to END.

Agreed. I’m not even a very high level, only 278 and I fear nothing. I can’t even remember the last time I died. Maybe against Earl a few weeks ago. Between auto stim, life saver, and the mod that converts energy damage, while using vampire Gatling plasma I tank everything pretty much effortlessly. Kinda wild it looks like the game will be getting even easier.

They are being greasy, putting out the ability to learn star mods so we spend all of our script and mods before the 4 star release.
This game will never be anything more than made to keep people actively seeking better weapons and armor and now giving away rare outfits 🎉 BORING.
I already legit farmed everything rare, duped legacy, magazines, treasure maps, exp glitch, farmed 🎁 with nuke glitches, took pics of all kinds of hilarious stuff, killed every boss solo some in under 6 seconds props to you for some of that dps Angry Turtle, solo daily AT again ty, held two of the best pews ever in game, destroyed others with the railway pew as they used god modes and legacy pews, made a build that could take two legacy weapons hitting at the same time and survive without leaving the ground or using power armor. I miss being able to activate pvp and have a good fight sometimes with multiple people, loved winning against groups.
I'm not seeing anything worth doing at this point 😕

The game is already toddler level as far as difficulty goes, don't really understand why they keep adding features that make players even more powerful.
exactly... once you reach like level 300 or so nothing really is challenging... i don't get all the focus people and bethesda have one weapon stats and perks ect when they actually made enemies actually easier to kill with the update and bosses are still not all that challenging unless done solo.
15:30 One thing to consider for why they are nerfing the DoT for energy weapons is the new legendary effect, which gives a 50% damage buff against burning targets. Maybe in the PTS, they are over performing because of how easy it is to trigger?
I tested Junk Shield yesterday on PTS and it counts legendary modules. Slightly better are the vault supply crates as they only have a weight of 0.1, also don't drop on death and they don't get autoscrapped if you craft something, so I might keep them from now on. Lifegiver is huge as it gives 180 HP at 30 END. Lone Wanderer is nerfed as the damage reduction was turned into damage resistance.
one thing I wish they would add is how you can buy lunch boxes with gold bullion is to be able to buy scoreboard boosters with gold bullion
15:28 This is a nerf since thanks to exploding being able to be added to Laser Weapons, using this plus the spreader allowed you to nearly insta kill players in PVP their was pretty much nothing you can do when fighting against someone with this. Tho PVP is like 20% of the playerbase so for natural use this is a weird one.

But it is still difficult to get it out at the scrapyard. It is very difficult to get only one mod out. This is a problem.
I have tested gama wave emitter in plasma and laser weapons and if it has explosive, with Demolition Expert in max, it's too much. Kills you more than enemies.

8:25 maybe my gauss pistol will be able to target something beyond spitting distance. Except it’ll probably still inexplicably miss 95% + crit shots when it decides to fly 90° off bore right over the enemy’s head.
there's two builds I love to run, NA Sniper builds which seem to be buffed. Also, love seeing my Dragon being buffed. DoT builds are my other favorite way to play, some 4 star effects that go with it, but seems they may have nerfed DoT overall? My ideal build would be an NA Dragon build, that lights things on fire. If its not a one shot kill, the DoT takes care of (most of) the rest while I reload. With that Miasma perk, it might even be viable for small AoE DoT. Probably just getting my hopes up. Probably will still be awful to run over just about anything else.
Just want to point out that Turtles stats showed serendipity had 22% proccing at 24 luck. Currently, rank 3 serendipity has 45% proccing, and rank 1 has a 15%. They didn't really reduce the ranks, so much as they removed 2 of them, added a cooldown, and increased the luck requirement for serendipity to be only half as effective. As it is, we die ALL the time. Bloodied is not for free. It needs all perfect gear, all dmg negation perks (no QoL perks), low health, and All for like ~80 extra DMG, and some carry weight.
Most bloodied commandos don't even use bloodied, they use anti-armor or quad, because bloodied isn't even about the DMG. It's about masochism. And carry weight.
Zero reason to target and nerf bloodied survivability. Now we'll have to chase even more perfect Uny gear with a full stack of 4 star DMG neg. effects, and +3 luck effects. A full health heavy gunner out-damages a bloodied handmade commando, so I don't understand why people still complain about us. Stealth already doesn't even work in events, which is kind of important for survivability at low health. We're continually targeted and scape-goated by devs and ignorant noobs while full health PA heavy gunners blow everything up with full immortality, zero sacrifice, and zero perk or gear optimization. Other builds are soooooooo easy. I'd tell people to try it before making assumptions, but it'll take them weeks to even get all the gear they need.

i know the new mod system is meant to be a grind but there should be a higher drop chance. I’m super unlucky, i’ve seen people get 2 mods from 15 weapons and i’ll get 0 from 30. If old god rolls didn’t already exist it would be impossible
Just got two player titles from doing Mutated Free Range: Cattle Rustler and Mutated. Neat little change, oh and we were attacked by cattle rustlers along the way as well as the standard enemies, so looks like they may be tweaking some of the events.
4* Runner's would be good as a different set of armor with 3* -90% Weight. I could see it used for new players or for exploring area's that you haven't gotten yet
Pin-Pointer's seems useful for a weapon that you make specifically for crippling mobs. Like a Pepper Shaker or a shotgun or something.
It's interesting how their reducing the perk point requirements on cards to potentially allowing us to have more perks in our builds

so stoked about all the Gatling Plasma upgrades and changes.... thats been my weapon of choice for years...... i have tried out all the other weapons but always go back to the Gatling.... nothing obliverates with such precison as a good gatling with the right mods and perks.

It says slight buff to damage radius of nuka grenades. I think west tek runs will still be quick, even if another grenade needs to be thrown to compensate.

Yeah, I planned ahead. I have five of each serum that I use in my Stash. Although, with my current build I don't even use Rad-X or RadAway. No need when What Rads removes the radiation and Healing Factor heals the gap. But yeah, I have the Serums. lol
What I forse is buffs to melee and power armor driving more players to do melee in power armor builds. When another object or character bocks a line of sight, then VATS lock on is lost. Couple that with the larger hit box of power armor that can block line of sight, and you have a perfect storm that makes ranged VATS pretty much worthless in every event with ordinary sized enemies as there will be no way to maintain a VATS lock on long enough to take the shot. I suspect they noticed lower crit meter charging as a result of this which is why they are also trying to mitigate the effect by allowing VATS hits that actually happen to maintain lock on, but miss anyway, to end up charging your crit meter. I doubt this mitigation is any consolation to stealth VATS builds which will be so frustrating with lost lock ons that those players will have to switch to non-VATS play for events that don't have giant enemies or higher ranged vantage points, or just stop going to any of those events. I also wonder if VATS play somehow is harder on the server and if a consequence of an average reduction of players using VATS is actually the ultimate goal.

I was hoping they would be Fixing Legendary Perk Cards like Legendary Charisma so sharing perk cards works properly, after I have sent in 3 complaints about it to Bethesda... over 1 year ago, still nothing... they are not getting $1 from me until they fix the issues they already have!
So relieved to see I'll no longer require stacking a crazy amount of my special points into Luck just for perks. I use a VATS crits build anyway, so it's fine, but I want to actually USE some Luck perks instead of most of the points going into Mutations stuff.
With those heavy AP lower cost i feel like to balance that they need to make players wear power armor to us heavy weapons. Cause heavy unyielding builds with that low of AP cost is going to make those weapons the best by a huge gap.
Plus the character looks goofy af carrying a heavy weapon without PA 😅

You said it would be and you were right. Here’s one that I don’t see anyone ever bring up is it just me or wouldn’t it be great to know what work load out running on the screen. How many times have I left my camp still in my crafting buildand getting into a fight and realize I’m doing almost no damage lol. I just forgot to switch my bills. If I could know just a little square if I’m running 12 or three or however, they want to do it. I would love that. Or maybe I’m just the idiot that keeps forgetting to switch before I leave camp.
4 star legendary idea: Repeaters (available on Rifles)
Weapon fires a two round burst. increasing weapon damage by 5% and reducing recoil by 5% and increasing CND loss by 15%. (Two shot legendary effect will make it a three round burst.)
while this legendary is equipped, Weapons with an Automatic receiver will have a 0.5 second delay before firing the next burst of rounds, while a single shot receiver is equipped, burst delay is 0.75 seconds.
So here's the question: do they fix the Hunting Rifle Prime Receiver to be additive? If they do, that basically isn't a buff to the Hunting Rifle since the Prime Receiver essentially makes the base damage 98. It just means all the other receivers are getting a large buff to be in line with what the Prime does now.

What does “Durability now grants +50 durability to the item” under Legendary Mods mean? Is it just a description change like 2 shot or is the whole effect reworked and if so how significantly different is it?
The existing effect presumably just makes things last twice as long (reduces decay by 50%) no matter what it is. The new effect will presumably do more for stuff that already naturally breaks really fast (stuff that has a low natural durability value), like a missile launcher. Whereas for things that already broke very slowly (stuff that has a high natural durability value), it will now have less of an overall effect.
I was thinking all of these perks look like they are built for raid content and then once the slayers box mod came up, confirmed! Very excited!
Edit: i think ‘stacking’ could mean we will see 5 person squads for content in the future, rather than the five pieces of armour with same effects equipped
From what I gathered from the notes, they completely ignored buffing regular melee weapons. This is effectively a nerf because they've been left behind while everything else got stronger.
Also, all these perks scaling with SPECIALs gives a totally unnecessary buff to unyielding. It's already the META, it's the last thing that needs to be buffed.

It really sounds like bloodied builds are just a total must-have now.
They actually nerfed bloodieds. It looks like the new 1 star serendipity at 24 luck (22% evasion) is half as effective as current 3 star serendipity (45% evasion). And it will have a cooldown.
It's actually really deceptive how they framed these as buffs. Don't know why We're being nerfed. We're dying all the time, and bloodied commandos are easily out-damaged by full health heavy gunners. I guess we need to die more, while other builds get everything for free with zero sacrifices, gear optimization, or DMG negation perks. But we get scapegoated for everything, even though bloodied gives us like ~80 extra damage for a typical gun.

About 3 days ago i got a bio comm mesh chest item,… I ignored it but last night I went to put it in my stash and noticed it’s a 4 star chest item? 50% chem duration and +5 wep aim,…. Is this a mistake?
since i care most about shotgun changes, i decided to test my shotguns on level 100 supermutants and got the following results:
cold shoulder: 3 shots (no change)
gauss: 4-5 shots if not charging; ***if charging then it's TWO SHOTS!*** (big change)
combat: 3 shots (this is a noticeable change)
Shotguns are still shit

I like what I see. The game is getting harder and they’re balancing it around specialized team play.
I hoping the Ghouls will be a full health class that interacts with rads differently, buffing damage in same way bloodied does. A parallel meta that deals comparable damage at full health, having synergy with a healer-focused VATS build and will be a requirement for higher level play. Bloodied will become a glass canon, and high level raids will be very difficult without these complimentary healer builds. This avoids nerfing bloodied; it just makes low health a lot more squishy and end game.
I’m sure that’s the goal of this rebalance.
Nah game needs nerf to stealth and survivability, and action points gain above 20 agility, we already have aimassist, VATS is basically making game play for you.
If they are going to do that to bloodied builds. (I'm not saying they shouldn't but it definitely wouldn't be my preference.) They need to remove the taking away of rads on death. If bloodied builds are going to be dying more, they shouldn't have to reirradiate themselves after each death.

Have you seen bloodied Power Armor builds? You can get recieved damage down to 0.X easily while still having 80+ hp so anything but glass cannon. One solar armor mate or rejuvenators will make you immortal

I think that random Laser Gun burn nerf has to do with the Pyro modded, Explosive, FFR builds eliminating players instantly.
At least when you get tagged with self-damage by accident, im not sure about PvP, but even with buffs or damage reduction you can easily down yourself with about 2 to 3 shots in less than half a second due to the firerate and mods applied to the gun.
Im talking INSTANTANEOUS health reduction and damage since burn constantly stacks, so it puts your health down faster than rads at times
And yeah idk about the AP buff for heavy weapons. With Launchers deffinitely yes, but for energy and ballistic it just seems like its not necessary
As an archer, I’m pleased with the compound being buffed & the crossbow being buffed.
The DOT and fire damage nerfs were my immediate complaint. I built an ultracite laser rifle because they nerfed the gauss shotty (which was my main build). 1 week after I built my laser rifle they announced a nerf. To say annoying is an understatement. They are in a good spot, hit hard but not remotely OP. Makes no sense to me..
Making perks scale with SPECIALs means Bloodied builds will still be OP. Unless there's a cap to the scaling and getting a full +15 isn't gonna give you any fuether scaling bonuses

The problem with that sentiment is the game's idea of difficulty is bosses that deal incredible damage while taking 500k bullets to kill.
We need more enemy encounters, we need more unique movesets, we need jumping out of the way to actually dodge attacks, we need more of an actual game rather than FtP event rushes.

For the people who are (understandably) unhappy with receiving 10% of supplies for helping Caravans, how about a new Caravan tier of public teams where teammates receive 25%-50% of supplies as a bonus?

@OrangeStarHighSchool currently the only really viable build is bloodied because they nerf literally everything, so for it to be usable you need a 85% dmg increase.
